99 -- BANKING SERVICES BASED ON THE PAYMENTS CLEARED FINANCING ARRANGEMENT SOL DE-RP03-97SF21387 DUE 051297 POC Gloria Castro, Contracting Officer, 510-637-1872 The U.S. Department of Energy (DOE), Oakland Operations Office (OAK) is soliciting proposals from interested commercial financial institutions to provide banking services based on the Payments Cleared Financing Arrangement for the Lawrence Livermore National Laboratory (LLNL). LLNL is managed and operated for DOE by the University of California. The checks paid financing arrangement is a financing method utilized by the Federal government for financing grants, contracts and other programs and utilizes a payment system called the Automated Standard Application for Payments (ASAP) 1031 Account. Under the checks paid financing arrangement, LLNL issues checks for program costs. The commercial bank will honor the checks presented for collection, total the checks and make a draw down for the total net of the account balance from the San Francisco Federal Reserve Bank (FRB), or branch thereof. The bank will be compensated for the cost of servicing the account using the Direct Payment method. The bank shall have Electronic Data Interchange (EDI) capability. It is anticipated that the RFP will be available on the Internet at http://www.oak.doe.gov on/or about May 12, 1997. After the RFP is issued, OAK will allow ONLY thirty (30) days for receipt of proposals. Potential offerors may obtain a copy of the solicitation by accessing the Internet using any Web browser, at http://www.oak.doe.gov. No paper copies of the solicitation will be made available. Potential offerors that do not have electronic capability to download the solicitation shall submit a written request to Gloria Castro, Contracting Officer, RFP DE-RP03-97SF21387, U.S. Department of Energy, Oakland Operations Office, 1301 Clay St., Oakland, CA 94612-5208, for a diskette copy of the solicitation. The requestor must include a self-addressed stamped envelope and an MS-DOS formatted high density 3 1/2" virus free diskette suitable for download of the electronic solicitation. The word processing format used for the solicitation is Word Perfect 6.0. Potential offerors who fail to submit an appropriate diskette and self-addressed stamped envelope will not receive the solicitation. All offerors interested in receiving notification of solicitation release should notify OAK through electronic mail at gloria.castro@oak.doe.gov. The notification must include a point of contact name, company number, and the solicitation number. Notification of solicitation release will be issued through electronic mail or facsimile message only. Amendments to the RFP will also be posted on the Internet. (0115)
