B -- PROVIDE STATISTICAL ADVISORY AND ASSISTANCE SERVICES SOL RFP-8-97-HHS-OS POC Ms. Gaynel M. Abadie (202) 690-7506 The Department of Health and Human Services has a requirement for advisory and assistance services to be provided in the area of statistical methodologies and generally accepted statistical principles for use in statistical sampling by the Office of the Inspector General (OIG), Office of Audit Services (OAS). Technical assistance is needed in developing more efficient sampling designs and developing computer software for the data appraisal. Simulation studies and analyses are needed to analyze portions of the sampling policy. Guidance is needed on policy formulation as a result of these studies. Training must be provided to the OAS statisticians on the use of the computer programs that perform the simulation. Training must be provided to OAS auditors and Statistical Specialist in statistical sampling as it applies to OAS auditing. Need expert statistician available to testify before formal bodies as to the adequacy of the sampling methodology. The SIC code is 8748 and the size standard is $5 million.
