The Bi-State Development Agency of the Missouri-Illinois Metropolitan Area (Agency) is requesting proposals from firms to perform Relocation Assistance Consulting Services according to the Federal regulations in the Uniform Relocation and Real Property Assistance Act (49 CFR Part 24), as amended. The Consultant will be responsible for developing a Relocation Plan and providing Relocation Assistant/Advisory services for approximately 37 displaces (residential, commercial and non-profit organizations) that will be affected by the St. Clair County, Illinois MetroLink Extension. The designated properties are located in the communities of East St. Louis, Washington Park, Fairview Heights, and Belleville/unincorporated St. Clair County. The project will be divided into two (2) Tasks: Take I -- Development of Relocation Plan and Task II -- Provision of Relocation Assistance/Advisory Services. The Agency has established a Disadvantaged Business Enterprise (DBE) participation goal of 20% for this project.The firm must clearly state in its bid how this goal will be achieved, identifying subcontractor DBE firms. Only firms that have been certified by the Agency as DBE concerns will be considered.
