648-5168. This is a readvertising of the Injection Demonstration
Project previously advertised on March 18, 1997 and April 1, 1997.
Fluor Daniel Fernald (FDF) is scheduled to release an Invitation for
Bid (IFB) on or about June 1, 1997 for the Injection Demonstration,
Southfield Extraction System, and South Plume Optimization Project at
the Department of Energy's Fernald Environmental Management Project
(FEMP) in Fernald, Hamilton County, Ohio. This project consists of the
installation of approximately 19,000 feet of underground HDPE pipe,
furnish and erect a 50,000 gallon water tank on concrete pad, furnish
and installation of various pumps on concrete foundations, fencing,
clearing and grubbing, approximately 5,000 feet of rough grading and
gravel roadway, miscellaneous electrical and instrumentation, above
ground piping, ten (10) well houses, and one (1) valve house. The
subcontractor shall provide all personnel, supervision, facilities,
equipment, material, supplies and services (except as may be expressly
set forth in any subsequent subcontract) and otherwise do all things
necessary for, or incident to, the performance of the work as set forth
in the subcontract. The successful bidder will be required to comply
with terms and conditions of the FEMP Site Project Labor Agreement for
union construction labor forces. The subcontractor must be able and
willing to perform at least 25% of the work (dollar value) with their
own work forces. Additionally, the subcontractor must provide record of
safe construction performance by a current workers compensation
experience modification rate (EMR) of less than or equal to 1.05 or the
trend for the past three years downward and none of the past three
years has an EMR greater than 1.25. Lastly, the subcontractor must
provide references of past experience involving the installation of
underground HDPE pipe, roadwork, building construction, pump
installation, and electrical and instrumentation work. The estimated
cost of the project is $3,500,000.00 to $5,000,000.00. Bid guarantee
