Oregon. This solicitation consists of 0.24 miles of grading, base,
paving, riprap, drainage, and bridge. Project includes: construction
survey & staking; construction scheduling; contractor sampling &
testing; bridge removal; abutment removal; bridge (51" ODOT Bulb I
girders, cast-in-place deck, 2-span, 190 ft long, spread footings); 200
ton minor asphaltconcrete; 2 acres clearing & grubbing; 600 ton
untreated aggregate course; 160 lnft culvert; 150 lnft underdrain;
12,000 cuyd excavation/embankment; 4,000 cuyd borrow; 300 lnft
guardrail; 1,500 cuyd riprap; 3,000 lnft pavement markings; 650 hr
flagger; 8 slry units seeding/mulching; and other smaller items of
work. This project is located approximately 15 miles southwest of Hood
River, Oregon. Estimated price range is between $500,000 and
$1,000,000. Presolicitation Notices are being provided to firms on this
agency's mailing list concurrently with the publication of this
synopsis. -- -- The following applies only to Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1.0 million per contract. The DOT provides an 80%
guaranty on the bond amount to a surety against losses. Loans are also
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
