is for the acquisition of a replacement welded rotor assembly for the
Clark Model 6M-4 centrifugal compressor. This rotor shall comply with
the following specifications: the medium handled by the compressor is
air; the compressor's operating speed is 3,600 RPM; the compressor
inlet flow rate is 85,000 CFM; the compressor ratio is 3.3; the maximum
compressor discharge essure is 49.0 PSIA; the maximum compressor inlet
temperature is 110 degrees Fahrenheit; the rotor impeller type is
backward bladed; the compressor drive is through the discharge end; the
compressor rotation is clockwise when viewed from the drive end; the
compressor is driven by a 5,500 horsepower -- 1,200 RPM induction
motor; the bearing lubrication force feed is 20 PSIG and uses SAE #30
type oil; and the existing compressor shaft has been modified to use
Stein Seal Company dry-gas type face seals #3225. This requirement is
for a rotor assembly similar to Dresser-Rand Part #426-826-002 but with
welded impeller construction. The rotor shall consist of the following
components: rotor shaft, balance piston, distance sleeve, shaft end
nut, welded impellers, drive coupling half (the existing coupling is a
DeLaval brand), and labyrinth seals. The rotor shall be designed and
constructed for a minimum fatigue life of 5,000 start-stop cycles. The
rotor to be delivered shall be completely interchangeable with the
existing rotor and shall not require any modifications to the
compressor casing or seals. A Pre-Proposal Conference will be held to
provide prospective offerors an opportunity to examine the existing
compressor while open. Offerors will be allowed to review/obtain the
physical dimensions of the compressor, rotor, seals, and coupling to
enable them to propose a replacement rotor assembly meeting the
Government specifications/requirements. The exact date and time for
this conference will be stated in the solicitation along with
instructions for advance notification of offerors' intent to attend
this meeting. The compressor is located in Building 403 at the White
Oak Detachment of the Dahlgren Division, Naval Surface Warfare Center,
10901 New Hampshire Avenue, Silver Spring, Maryland 20903. The rotor
assembly will be acquired through full and open competition and all
offerors are encouraged to submit a proposal which will be considered.
The Naval Surface Warfare Center, Dahlgren Division, Dahlgren
Laboratory Procurement Division is taking steps toward implementing
