E-MAIL: Steven E. Parker, Steven.Parker-1@kmail.ksc.nasa.gov. This is an update to the previous CBD notice for NASA's consolidated helium requirements, which was posted in the CBD on or about 2/3/97. NASA/KSC plans to issue an Invitation for Bid (IFB) for helium that conforms to MIL-P-27407A, Amendment 1, dated 17 JUN 1988, Type-I Gaseous Helium, Grade A and Type-II Liquid Helium. This IFB consolidates all the Agency's requirements for helium, with a contract performance period of 5 years, including options. Refer to the previous CBD notice for a listing of NASA delivery locations. In addition, the Air Force Directorate of Aerospace Fuels Management, San Antonio Air Logistics Center intends to secure their requirements for MIL-P-27407A helium through the NASA contract(s). Delivery locations for the Air Force requirements will be specified in the IFB. The resultant contract(s) will be fixed-price, requirements type with delivery orders placed for specific requirements at each destination. Multiple contracts may be awarded from this solicitation, however, their will be only one contract per delivery destination. -- The government intends to acquire a commercial item using FAR PART 12 and FAR PART 14.5, entitled TWO STEP SEALED BIDDING. -- The anticipated release date of IFB 10-97-0025, Step One, is on or about May 20, 1997 with technical proposals due on or about July 15, 1997. Only those bidders providing technically acceptable proposals in Step One will be asked for price proposals in Step Two. Step Two price proposals will be requested on or about August 15, 1997 with a due date (bid opening) on or about September 1, 1997. -- (0119)
