DEMONSTRATION DUE 052897 POC Peggy Conner ONR BAA-97-018 The Office of
Naval Research (ONR) invites proposals to support execution of the
"Extending the Littoral Battlespace" (ELB) Advanced Concept Technology
Demonstration (ACTD). ELB is an FY 1997 ACTD being conducted with the
sponsorship of USCINCPAC under the direction and funding of the U.S.
Marine Corps, the U.S. Navy, and the Department of Defense. This BAA
covers tasks in two work areas: (1) Systems Engineering and Integration
(SE&I) and (2) Enabling Technologies. Offerors need to obtain the full
Proposer Information Package (PIP) for a description of the overall
ELB ACTD program. The PIP is available at the following Web address:
http://www.onr.navy.mil/02/baa. All qualified proposers must be able to
conduct basic electronic commerce, including e-mail and Internet Web
transactions. The ELB Program Office will rely heavily upon these
capabilities to expedite coordination and to minimize costs. The
objective of the ELB ACTD is to demonstrate how certain key
technologies (involving C3, sensors, and weapons) can enable successful
operations of a dispersed Joint force in a non-linear fashion on the
littoral battlefield. This will be achieved through a series of
technical demonstrations leading up to two major operational
demonstrations in 1999 and 2001. The ELB ACTD is managed by ONR and
MARCORSYSCOM. The ACTD will proceed in three phases. Phases I and II
will consist of capability demonstrations in the areas of battlespace
communications network, command and control, fires and targeting, and
sensors management. Phase I demonstrations, planned through FY 1999,
focus on enhancements to C2 capabilities, extending and integrating
battlespace communications, linking sensors,, and managing indirect
fires. Phase II demonstrations, planned through FY 2001, will
demonstrate the complete, integrated system including improved
communications, automated decision aids leading to shortened
time-lines, distributed collaborative planning, battlespace
visualization, automated rehearsal and execution aids,
sensor-to-shooter links, and robust employment of weapons systems.
Phase III will provide operations and maintenance support of the
residuals for two years, as appropriate, and will transition selected
system components to acquisition and life cycle support. This BAA
solicits separate white papers for the two work areas: (1) SE&I and (2)
Enabling Technologies. Based upon white paper review, formal proposals
will be encouraged from selected parties. Work Area (1) Systems
Engineering and Integration (SE&I): The Government intends to award
multiple contracts for the initial SE&I task: a preliminary System
Architecture and design. The awards will be based upon evaluation of
white papers and subsequent proposals, as defined in the PIP. These
awards will be for $500K each for a base period of performance of three
(3) months. The offerors will also propose four (4) one-month options,
at a cost of $100K per month, in addition to the initial three-month
performance period. These options should includetasks that the
contractor proposes as follow-on to the 3-month architecture and design
effort. Any or all options will be exercised at the discretion of the
Government. During the option period, the Government will down-select
to a single performer from the initial contractors, to form an SE&I
team comprising the selected performer and Government organizations.
The down-selection will be made based on the products developed during
the three-month architecture and design efforts and formal technical
and cost proposals from the contractors. The SE&I team will continue
through the completion of the 1999 demonstration. Work Area (2)
Enabling Technologies: The Government also intends to award multiple
R&D contracts for enabling technologies in the areas of communications,
command and control, sensors, and fires and targeting. This work area
is estimated to cost in excess of $10M through FY 1998 and will
continue in support of the SE&I activities through the duration of the
ACTD. Certain selected enabling technologies will be incorporated
within the development and demonstration program through subsequent
contractual actions. Details are provided in the PIP. No request for
proposals (RFP), solicitation or other announcement of this opportunity
will be made for Work Areas (1) and (2). White papers should be
prepared according to guidance in the PIP. Submissions via the U. S.

Daylight Savings Time on 28 May 1997. ONR will provide written feedback
only for white papers received by this date and time. For Work Area (2)
Enabling Technologies, white papers may be submitted through 1 May
1998. However, early submission is encouraged to maximize the
Government's flexibility to accommodate program and fiscal schedules.
Proposers should reference this BAA and identify either Work Area (1)
SE&I or Work Area (2) Enabling Technologies on the cover page of their
white papers. Government laboratories and agencies will participate in
this ACTD as members of the industry-Government SE&I team but are not
in direct competition with industry for work under this BAA. The ELB
ACTD Program Office plans an Industry Day 8 May 1997, at the Washington
Dulles Airport Marriott Hotel, 333 West Service Road, Chantilly,
Virginia. The PIP contains instructions to register for this meeting.
