The Contractor will propose, conduct and provide a communications audit that provides an external survey/conceptual study of the US Army War College (AWC) communications products and processes, and qualitative assessment of key Department of Defense military and civilian audiences' perceptions of the AWC identity and value. The communications audit recommends benchmarks against which future communications/public relations programs can be applied and measured. Contractor must have extensive knowledge in developing marketing plans for higher education, low profile surveys and public relations assessments. This conceptual effort is not software or equipment technology oriented. Contract type is to be fixed price, with award based upon best value procedures.
