Department of Energy, Federal Energy Technology Center, in conjunction
with the General Services Administration's Federal Systems Integration
Management Center (FEDSIM), intends to issue a Request for Proposals
(RFP) o/a June 2, 1997, which will result in the award of multiple,
task-order contracts for the upgrade of telecommunication
infrastructure at a number of Department of Veterans Affairs, Veterans
Health Administration Hospital and/or Clinical facilities across the
U.S.. This acquisition is 100% reserved for small business. The SIC
code is 4813 and the size standard is 1500 employees. Planned Venues to
be serviced through DOE contracts include: Omaha, NE; Denver, CO;
Bronx, NY; Phoenix, AZ; and Jackson, MI.. Possible sites within the
Omaha venue include Des Moines, IA, Iowa City, IA, Knoxville, IA,
Omaha, NE, Lincoln, NE and Grand Island, NE. Possible sites for the
Denver venue include Denver, CO, Grand Junction, CO, FT. Harrison, CO,
Ft. Lyon, CO, Cheyenne, WY, Sheridan, WY, Miles City, MT,Salt Lake
City, UT and Billings, MT.. Possible sites for the Bronx venue include
the Bronx, NY, Brooklyn, NY, New york, NY, Northport, NY, Montrose,
NY, Castle Pt., NY, East Orange, NJ, Lyons, NJ, and Queens, NY..
Possible sites for the Phoenix venue include Phoenix, AZ, Prescott, AZ,
Tucson, AZ, Albuquerque, NM, Amarillo, TX, Big Spring, TX, Lubbock, TX,
Sun City, AZ, El Paso, TX and Williams AFB. Possible sites for the
Jackson venue include Jackson, MI, Biloxi, MI, Gulfport, MI,
Alexandria, LA, New Orleans, LA, Baton Rouge, LA, Shreveport, LA,
Jennings, LA, Fayetteville, AR, Little Rock, AR, North Little Rock, AR,
Houston, TX, Lufkin, TX, Texarkana, TX, Oklahoma City, OK, Lawton, OK,
Tulsa, OK, Muskogee, OK, Mobile, AL, Mt. Vernon, MO and Pensacola, FL.
Work may be required at sites not listed above as long as the site is
located within the five primary venues. Offerors will be required to
submit a single proposal which must identify each venue they are
interested in, but if selected for a venue, will not be required to bid
on all sites within that venue. Issuance of contracts for all venues is
planned to occur simultaneously. Following contractor selection and
contract award, individual task order requirements will be
competitively bid among the selected contractors within each venue.
ONLY organizations already under contract as a result of the RFP will
be allowed to bid on the individual task orders. For each order, the
successful bidder will: describe the existing cable infrastructure and
electronics equipment; and outline and execute a plan for providing
for upgrading to an acceptable level of technology with minimal impact
to ongoing medical/clinical operations at each site. Conditions may
vary substantially from site to site. Site visits are encouraged prior
to the submission of any task order bid. Offerors will be evaluated on
past performance, key personnel, similar project experience (with
particular emphasis on hospital-based settings), their plans addressing
logistics of geographic site dispersion within each venue of interest,
and various other criteria which will be more fully described in the
