International Development (USAID) is soliciting comments for its
technical assistance requirement to promote training in the energy and
environment sectors for The Center for Environment (G/ENV), Office of
Energy, Environment and Technology. Accordingly, a DRAFT Statement of
Work (SOW) and labor categories will be posted on the internet for the
purpose of eliciting comments and/or questions from all interested
parties. This procurement will be implemented through the award of Task
Order-based, Indefinite Quantity Contracts (IQC) to acquire
quick-response, short- (up to six months), medium- (up to one year),
and long-term (up to two years) advisory services and technical
assistance. This assistance is required in four functional areas: 1)
Energy Sector Policy and Planning, 2) Energy Efficiency, 3) Renewable
Energy and 4) Energy and Environment Technology Transfer, aimed at
assisting USAID missions, Regional Bureau's and G/ENV offices. USAID
contemplates awarding a maximum of IQC Contracts: two based upon
full-and-open competition, and one award designated for the U.S. Small
Business Administration 8(a) program [to be competed among 8(a)
firms]. The proposed SIC Code for the above awards is 8748. USAID
encourages the participation, to the maximum extent possible, of U.S.
entities that are small business concerns, small disadvantaged business
concerns, women- owed small businesses, and disadvantaged enterprises.
To receive a hard copy of the DRAFT Statement of Work and/or to be
placed on the official solicitation mailing list for the resultant RFP,
interested sources should submit a written request with its full
business address, phone and facsimile numbers, email address and point
of contact to the contact person, comments and/or questions are
encouraged. As part of your request, you must include three
self-addressed, self-stick mailing labels for your firm. Please note
that telephone and facsimile requests will NOT be accepted. PROPOSALS
IN RESPONSE TO THIS REQUIREMENT WILL NOT BE ACCEPTED AT THIS TIME. The
closing date of this Request for Expressions of Interest is May 16,
1997. The preferred method of distribution of USAID procurement
information is via the Internet or by request of the Statement of Work
on a 3.5" floppy disk (WordPerfect 5.1/5.2 format). This CBD notice
can be viewed and downloaded using the Agency Web Site. The SOW, once
issued, can be downloaded from the Agency's Web Site. The Worldwide Web
address is http://www.info.usaid.gov. Select Business and Procurement
Opportunities from the home page, then "USAID Procurements." On the
following screen, select "Download Available USAID Solicitation." The
SOW can also be downloaded via Anonymous File Transfer Protocol (FTP).
The FTP address is FTP.INFO.USAID.GOV. Logon on using the user
identification of "anonymous" and the password is your e-mail address.
Look under the following directory for the SOW:

must be confirmed by written notification to the contact person noted
