The work includes all labor, materials, equipment, transportation and supervision necessary to perform the interior painting at residential structures (housing) located at the Naval Training Center Complex including Great Lakes, Fort Sheridan and Glenview Naval Air Station in Northeastern Illinois. The work includes surface preparation such as scraping, sanding, caulking, re-glazing and other similar work to facilitate the painting of identified interior surfaces. The scope also includes the testing, removal and disposal of lead containing paint. The work effort includes interior painting of walls, baseboards, ceilings, doors, cabinets (exterior and interior surfaces) and required rods, piping, trim, ductwork, and any other incidental related work. The scope includes sanding and varnishing of handrails, floors, steps, stairs and other surfaces identified by the Contracting Officer. The surface efforts shall require preparation to obtain a final product at industrial standards from the application of one primer and one finish coat. The color shall be off white, semi gloss paint finish. Preparation of surfaces shall include the replacement of caulked surfaces which join newly painted surfaces. 2. This solicitation is issued as an unrestricted procurement. 3. The performance period is for a base year and two options years. 4. The SIC is 1721 and the small business size standard is $7.0 million. 5. The FSC is Z161. 6. An evaluation preference will be given in accordance with DFARS Clause 252.219-7008, "Notice of evaluation preference for small disadvantaged business concerns-construction acquisition-test program" (April 1996). 7. This project has a maximum range of $5,000,000.00 to $10,000,000.00 for the three year period with a minimum of $500,000.00 for the base year. 8.
