Command (USSOCOM) is seeking potential sources capable of providing a
Boat Prime Mover (BPM) with the following minimum specifications: the
BPM must be a Non-developmental Item (NDI), shall be a 4 wheel drive
truck that is engineered and manufactured to tow at least a 20,000
pound payload, capable of launching and recovering boats from improved
and unimproved boat ramps, transporting boats and trailers safely over
paved roads at highway speeds (65MPH) and be air transportable aboard
military cargo aircraft (C-130, maximum height is 104" and width is 115
inches). All equipment shall be installed using commercial industry
accepted standards. This truck shall comply with all Federal Motor
Vehicle safety standards. This vehicle shall have a minimum GVWR of
31,000 pounds, a maximum overall length of 276". CAB (Crew cab pick-up
style w/4 doors and 8 foot, bed). The body shall have a tilt forward
front end. A flat (stake) bed truck with spare tire under the bed shall
be provided. Stowage boxes under the bed. A trailer hitch (rear truck),
rated at 30,000 pounds. The hitch shall be adjustable at least 4 inches
up and down from a normal setting of 35 inches from the ground. A
formal pintle hook (front truck) shall also be set at 35 inches from
the ground. Additional requirements include air conditioning with
integral heating system, power steering, horizontal muffler system
(exhaust), and cruise control. The electrical system shall be a 12 volt
negative ground system with complete circuit protection and be provided
with a minimum 130 amp internally regulated alternator. The starter
shall be thermostatically controlled. Lighting system shall meet all
DOT specifications for standard lighting and include as a minimum, day
time running lights, emergency flashers, rectangular Halogen
headlights, cab marker lights, tail lights and fender mounted turn
signal lights. Three 96 amp, 625 CCA Group 31 batteries in covered
battery box with positive post for jump start, battery box shall be
sliding tray. Electrical converter 12/24 volt shall also be provided.
The suspension, tire and brakes systems: drag link and tie rods shall
have zert fittings for lubrication. This truck shall be equipped with
Anti-locking Brakes System (ABS). Brake dust shields shall be fitted.
A Maxi II (or equal) spring-Set parking Brake with dash mounted control
and a complete spare tire/wheel kit (including jack and wrench). An air
inflation system on rear bumper with 40' of air line. The air glad
hands shall be approximately 6" above trailer hitch. Any potential
sources should submit descriptions, specifications, literature, and
commercial price list to USSOCOM, SOAC-KB (TOR), 7701 Tampa Point
Boulevard, MacDill AFB, FL 33621-5323. No solicitation package
currently exists, therefore no requests for such will be honored at
