Center, Dahlgren Division, mjosey@nswc.navy.mil. The Naval Surface
Warfare Center, Dahlgren Division (NSWCDD), Dahlgren, VA is seeking
sources for centrifugal compressor rotor inspection. The compressor is
a Clark model #6M4 machine located in Building 403 at Naval Surface
Warfare Center, White Oak (NSWCWO), Silver Spring, MD. The work
outlined below is divided into the three areas of disassembly and
reassembly work is to be performed by the contractor at NSWCWO. For
compressor disassembly, the contractor shall: (a) provide the necessary
personnel with the necessary tools for the compressor disassembly. (b)
disassemble and remove compressor upper casing and bearing caps. (c)
remove compressor rotor and prepare rotor for shipment on Government
supplied cradle/skid. (d) visually inspect and clean compressor casing
and components. (e) ship or deliver rotor to contractor's shop site.
The Government (NSWCWO staff) shall provide and operate Building 403
bridge crane, provide and install compressor casing and rotor rigging
equipment, and provide rotor shipping. For rotor inspection at the shop
site, the contractor shall: (a) receive rotor, visually inspect,
degauss, and photograph the rotor. Record all data. (b) clean rotor
with steam or glass bead. (c) perform complete NDT inspection of entire
rotor assembly using dye-penetrant, ultrasonic-pulse echo,
eddy-current, or magnetic particle techniques. Record the results of
the NDT inspections. (d) perform dimensional and TIR inspections of the
complete rotor inspection. Record the results of the inspections. (e)
perform ERO check of probe areas. Record the results. The Government is
not requiring that the rotor be disassembled unless the rotor
inspection indicates that further investigation or repair is needed.
The contractor shall not include rotor disassembly costs in their
response to the statement of work (SOW). The contractor shall list
rotor disassembly, inspection, and reassembly cost as a separate line
item. (f) provide rotor disassembly, inspection, and reassembly
proposal and cost estimate if initial inspection shows that rotor
disassembly is needed. (g) prepare and submit complete engineering
inspection report. The report shall document all measurements,
inspections, tests and results. The report shall also include a
complete breakdown of any repairs (if required) to get equipment
operating according to original manufacturer's specifications. For
compressor reassembly, the contractor shall: (a) ship or deliver rotor
to NSWCWO Building 403. (b) provide the necessary personnel with the
necessary tools for the compressor reassembly. (c) install compressor
rotor. Check and record journal, thrust, and labyrinth seal clearances.
(d) install journal bearing caps and compressor upper casing. (d)
monitor compressor startup and operation during post-inspection test.
The Government (NSWCWO) staff shall provide and operate Building 403
bridge crane, provide and remove compressor casing and rotor rigging
equipment, provide personnel to operate compressor for post-inspection
test, and provide personnel to record vibration data during
post-inspection test. Required Contractor Qualifications for
Centrifugal Compressor Rotor Inspection. The qualifications are
necessary in order to insure quality work to the Government. The
minimum experience and capability requirements for contractors
interested in bidding on the compressor rotor inspection are as
follows: (a) the contractor must have demonstrated previous experience
with Clark centrifugal compressors. (b) the contractor must have
demonstrated inspection and repair experience with riveted type rotors
and impeller wheels. (c) the contractor shall have NDT inspection
personnel who are qualified to SNT-TC-1A Level III in the dye penetrant
and ultrasonic-pulse echo techniques. (d) the contractor's facility
shall have the equipment and capability for recentrifugating rotors and
for conducting rotor dynamic balancing. (e) the quality of the
contractor's centrifugal compressor service operation shall be
certified to ISO 9001:1994 (commercial std). (f) the contractor shall
be able to provide certification of Level III Society of National
Testing of personnel who would provide repair (if required) on the
equipment. (g) all persons working on the equipment should be able to
provide documentation of at least 8-10 years experience on Clark model
6M4 equipment. Award is to be made utilizing Simplified Acquisition
Procedures. THE GOVERNMENT WILL NOT ISSUE A WRITTEN SOLICITATION DUE TO
THE FACT THAT ALL INFORMATION IS STATED HEREIN. All responsible sources
shall mail/fax their quotes and qualifications which shall be
considered by the Naval Surface Warfare Center, Dahlgren Division,
