synopsis/solicitation for commercial items prepared in accordance with
the format in subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation, proposals are being requested and a written
solicitation will not be issued. (ii) The solicitation number
DAAH01-97-T-0713 is hereby issued as a Request for Quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses
are those in effect through Federal Acquisition Circular 90-39. (iv)
This acquisition is Unrestricted. (v) DESCRIPTION OF REQUIREMENTS FOR
THE ITEMS TO BE ACQUIRED: Quantity of three (3) Dual Channel Optical
Power Meter to provide precision absolute and relative optical
power/attenuation measurement from 800 nm to 1650 nm wavelength with
the following characteristics: 1. WAVELENGTH RANGE: 800 to 1650 nm
Minimum. 2. WAVELENGTH SELECTION: 1 nm steps minimum over 800 to 1650
nm. Internal automatic wavelength compensation to allow direct absolute
optical power measurement over 800 to 1650 nm. User-insertable
calibration factors from the front panel with 0.01 dB resolution
minimum. 3. POWER/ATTENUATION MEASUREMENT RANGE: 0 dBm to -70 dBm
minimum. 4. POWER/ATTENUATION MEASUREMENT DISPLAY: Dual Channel. 5.
POWER/ATTENUATION MODES: dB, dBm, Watts 6. POWER/ATTENUATION
MEASUREMENT RESOLUTION: 0.01 dB, 0.01 dBm, 1% W Minimum. 7.
POWER/ATTENUATION MEASUREMENT NONLINEARITY: 1% Maximum over 0 to -70
dBm range. 8. POWER/ATTENUATION MEASUREMENT TOTAL UNCERTAINTY: +6%
(0-70 dBm, 0 degrees C to 45 degrees C, 1000 nm to 1650 nm, N.A. 0.2).
9. POWER/ATENUATION MEASUREMENT CALIBRATION INTERVAL: 360 days. 10.
POWER/ATTENUATION MEASUREMENT FIBER TYPE: 9/125 um to 100/140 um, N.A.
0.3. 11. POWER/ATTENUATION MEASUREMENT OPTICAL FIBER INPUT CONNECTOR:
Detachable interface connector adaptors including Biconics, FC-PC, ST,
SMA 906, and HMS-10/HP shall be provided. Other standard connector
adaptors shall be available. 12. PHYSICAL WEIGHT: 6 pounds, maximum.
13. PHYSICAL SIZE: 10"H x 20"W x 20"D, maximum. 14. PHYSICAL POWER:
110-240 Vrms, +10%, 50-65 Hz. 15. ENVIROMENTAL STORAGE TEMPERATURE: -30
degrees C TO +70 degrees C. 16. ENVIROMENTAL OPERATING TEMPERATURE: 0
degrees C TO +55 degrees C. 17. ENVIROMENTAL HUMIDITY: 90% R.H. from 0
degrees C to 40 degrees C. DOCUMENTATION: 1 EACH USER MANUAL. (vi) All
items shall be delivered within 90 days after contract award. Earlier
delivery is acceptable and desirable at no additional cost to the
Government. Deliveries shall be F.O.B. Destination, to 81 SUPS LGS, 517
L ST RM 113H, KEESLER AFB, MS 39534-2120. Inspection/Acceptance shall
be at DESTINATION. (vii) The FAR provisions at 52.212-1, Instructions
to Offerors-Commercial Items is applicable. (viii) FAR 52.212-2,
Evaluation-Commercial Items is applicable. (ix) The offeror shall
include a complete copy of the FAR provisions at 52.212-3, Offeror
Representations and Certifications-Commercial Items. (x) FAR 52.212-4,
Contract Terms and Conditions-Commercial Items, is applicable. The
Government intends to award a contract resulting from this solicitation
to the responsible, responsive, technically acceptable, and lowest
priced offeror whose offer conforms to the solicitation and will be
most advantageous to the Government. (xi) FAR 52.212-5, Contract Terms
and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items is applicable. (xii) Offers are due 28 May 97,
2:00 p.m. local time. The proposal must be signed by an official
authorized to bind your organization. You must submit two (2) copies
to: U.S. Army Missile Command, AMSMI-AC-CFFB/Ms. Jennifer Davis,
Redstone Arsenal, AL 35898-5280, Solicitation DAAH01-97-T-0713. Offers
may be submitted on letterhead stationary and, at a minimum, must
show: (1) the solicitation number, (2) the time specified in the
solicitation for the receipt of offers, (3) the name, address, and
telephone number of the offeror, (4) a technical description of the
items being offered in sufficient detail to evaluate compliance withthe
requirements in the solicitation. This may include product literature,
or other documents, if necessary, (5) terms of any express warranty,
(6) price and discount terms, (7) "remit to" address, if different from
the mailing address, (8) a complete copy of the representations and
certifications, (9) if the offer is not submitted on the SF 1449,
include a statement specifying the extent of agreement with all terms,
conditions, and provisions included in the solicitation. Offers that
fail to furnish required representations or information, or reject the
terms and conditions of the solicitation may be excluded from
