The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to enter into negotiations on a sole source basis with Lockheed Martin Information Systems to modify Basic Agreement N68335-96-H-0057 for the addition of the Consolidated Automated Support System (CASS) Electro-Optic (EO) configuration to the CASS maintenance service pool. The Government intends to procure these services from Lockheed Martin, the developer and original equipment manufacturer of the CASS test station under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1, with an approved Justification and Approval. The Government does not own data, drawings, software or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
