70 -- GENERAL-PURPOSE AUTOMATED DATA PROCESSING EQUIPMENT (INCLUDING FIRMWARE), SOFTWARE, SUPPLIES, AND SUPPORT EQUIPMENT SOL 6TSA-97-CSC-0023 DUE 050997 POC Point of Contact -- Contact Sue Cumpton by Fax (816)823-3322 The General Services Administration intends to issue a contract to Stoner Associates, Inc., Carlisle PA under the authority of FAR 6.302-1 through solicitation number 6TSA-97-CSC-0023. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 90-38. Only one responsible source and no other supplies or services will satisfy agency requirements. A J&A for Other than Full and Open Competition is being prepared in support of this acquisition. This procurement shall cover a highly specialized piece of modeling/analysis software to construct a dynamic model of the low pressure compressed air system which serves a shipyard. This software package must perform this analysis and graphically display the results in 3D. The vendor will also develop the steady-state model of the entire low pressure compress air system which is consistent with the piping layout and flow data. This customized model will analyze several design requirement scenarios which focus on their support of the Vortex Generator Tube Freeze Seal equipment under varying conditions. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals. All proposals received within 10 days of the date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.
