Hughes, Contracting Officer, (301)227-1944412 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is NMA301-97-R-0211 and this solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46 and the Defense Federal Acquisition Circular 91-11. The (SIC) standard industrial classification code is 2522 and the business size is 500 employees. This solicitation is unrestricted. National Imagery and Mapping Agency wishes to procure the following four (4) line items: CLIN 0001 -- 12 each, steel ball bearing, flatfile cabinets, designed to hold heavy map/compilation materials. Each cabinet unit will contain the following components: fifteen (15) ball bearing drawers, top and bottom base, color of cabinet -- grey. Overall dimensions are 78"(w) x 47"(d) x 67"(h). Inside dimensions for drawers; 74"(w) x 44"(d) x 2.125"(h). The flatfile must be brand name or equivalent to the flatfile offered by Foster Manufacturing Co. of Philadelphia, PA, Model #514-15B. CLIN 0002 -- 10 each, steel ball bearing flatfile cabinets designed to hold heavy map/compilation materials. Each cabinet unit will contain the following components: fifteen (15) ball bearing drawers, top and bottom base, color of cabinet -- grey. Overall dimensions are 54"(w) x 41"(d) x 55"(h). Inside dimensions for drawers; 50"(w) x 38'(d) x 2.125"(h). The flatfile must be brand name or equivalent to the flatfile offered by Foster Manufacturing Co. of Philadelphia, PA, model # 608-15B. CLIN 0003 -- 20 each, electric adjustable tilt viewing tables designed to review cartographic materials. Light area size is 64"(w) x 44"(d). Overall size of light table is 66.5"(w) x 46.5"(d) x 36"(h). Viewingtables will also have safety glass, high/low switch, white Plexiglas to filter out glare, eight -- 30 watt cool white fluorescent tube bulbs, be structurally sound and UL listed. 120 Volts. Color of viewing table -- grey. Viewing table must be brand name or equivalent to Foster Manufacturing Co. of Philadephia, PA, model #38-205. CLIN 0004 -- Labor to receive, deliver and install CLIN's 0001 -- 0003, twenty-two (22) flatfile's and twenty (20) light tables. Deliver flatfiles and viewing tables to: National Imagery and Mapping Agency, ATTN: GIDBJ, 300 Fremont Bldg., Mail Stop D-42, 6000 Mac Arthur Blvd., Bethesda, Maryland 20816. Delivery and installation of flatfiles and viewing tables anticipated to be FOB destination 90 days after awardee's receipt of signed order. The provision at 52.212-1 "Instruction to Offerors-Commercial Items" (OCT 1995) is incorporated by reference and applies to this order. Interested parties shall submit offers in accordance with FAR 52.212-1(b). The Government intends to evaluate offers and award a contract without discussion with offeror's. Therefore, the offeror's initial offer should contain the offeror's best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. Provision at 52.212-2, "Evaluation-Commercial Items" (OCT 1995) is incorporated by reference and applies to this order. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical Capability of the items offered to meet the Government requirement; 2. Price; 3. Past performance (Factors are presented in descending order of importance). Offeror's are to include a complete copy of the provision at 52.212-3, "Offeror Representations and Certification-Commercial Items", (JAN 1997) with offer. The clause at 52.212-4, "Contract Terms and Conditions-Commercial Items (AUG 1996) is incorporated by reference and applies to the acquisition and resulting contract. The resulting contract will be firm, fixed price. Offeror's shall provide names, addresses, and phone numbers of 3 customers, that have purchased Flatfiles and Viewing Tables during the past 2 years. Offeror's must acquaint themselves with the new regulations concerning Commercial Item acquisition contained at FAR subpart 12 and must ensure that all Representations and Certifications are executed and returned as required in this synopsis/solicitation.
