Sheila Rollins (402) 294-5105 (i) This is a combined
synopsis/solicitation for commercial items, prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information in this notice. This
announcement constitutes the only soliciation; proposals are being
requested, but a written solicitation will NOT be issued. (ii) This
solicitation is issued as a Request For Quotation. (iii) The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-46. (iv) This
solicitation is unrestricted as to business size participation. The
Standard Industrial Classification Code and associated small business
size standard are 2542 and 500 employees, respectively. (v) This
solicitation is for free-standing, commercial modular shelving of
sufficient size and strength to contain a minimum of 40,000 cannisters
of film, approximately 5 pounds each. (vi) Description and
requirements: Shelving shall be capable of expansion in length and
width, moving, or reconfiguration without discarding or replacement of
original components. The room in which the shelving will be located is
limited in size and shall be surveyed and measured by prospective
vendors. Vendors shall be responsible for the design, fabrication,
shipping, transportation, labor, materials, installation, and
reinforcement of existing computer room flooring. Arrangements for site
visit shall be made with the facility manager Mr. Merle Alexander (402)
294-2663. Shelving rails and decking shall not be attached to building,
floor, nor use any materials which could damage the building structure.
Shelving components shall be fabricated of new, high-quality,
cold-rolled carbon steel, free of scale, rust, dents, or scratches.
Exposed edges and corners shall be smooth and free of sharp projections
or burrs. Leveling screws shall be accessible from the top surface of
decking and adjustable during installation and when full-loaded.
Leveling adjustments shall not require removal or disassembly of
equipment. Workmanship shall be in accordance with industry standards
and visual inspections. Installation shall be completed by factory or
manufacturer's representative. Installers shall be responsible for
clean-up and disposal of packing materials and general clean-up during
and after shelving installation. Shelving systems and components shall
be warranted for five years from date of installation. Workmanship
shall be warranted for at least one year from date of installation.
Shelving systems shall be ready for installation on 1 Jul 97. Actual
date of installation shall be determined by facility manager, based on
the construction/renovation of the area. The current estimated date
for installation of shelving is the first two weeks of July 1997. Hours
of installation shall be 7:30 A.M. through 4:30 P.M., Monday through
Friday. Exceptions to the installation schedule will be coordinated
through the facility manager. The shelving shall be installed in Room
S032, Building 515, Offutt Air Force Base, near Omaha, Nebraska.
Building 515 is part of the complex of buildings comprising
Headquarters, United States Strategic Command. Access to the building
and work areas is strictly controlled, and contractor personnel shall
be escorted at all times. The Government shall provide escort
personnel. A construction project is in progress in the general area of
the room in which the shelving systems will be installed. The shelving
installation is estimated for the first two weeks of July 1997 because
the concurrent construction project may bar the main access to Room
S032 after mid-July, and the sole access to the room would be severely
restricted. The entrance door to the work area shall not be blocked so
as to hamper other contractors' access through the area during the day,
and the door shall be cleared and secured at the end of each day. The
entrance door to the work area is also designated as an emergency exit,
and shall be maintained as an emergency exit. (vii) Estimated
installation date shall be the first two weeks of July 1997. (viii) FAR
52.212-1, Instructions to Offerors Commercial, applies to this
solicitation. (ix) FAR 52.212-2, Evaluation of Offers Commercial,
applies to this solicitation, and the evaluation criteria are adherence
to the requirements in paragraph 17(vi) above, price, and delivery
terms. (x) Prospective offerors may contact the contract specialist for
a copy of FAR 52.212-3, Offeror Representations and Certifications
Commercial Items, which shall be submitted with the offer. (xi) FAR
Clause 52.212-4, Contract Terms and Conditions Commercial Items,
applies to this solicitation. (xii) FAR Clause 52.212-5, Contract Terms
and Conditions Required to Implement Statutes or Executive Orders
Commercial Items, may apply to this solicitation. (xiii) Prospective
offerors shall furnish copy of warranty with offer. (xiv) This
solicitation is assigned a Defense Priorities and Allocations System
(DPAS) rating of C9E. (xv) Commerce Business Daily numbered notes are
not applicable. (xvi) Offersare due not later than 4:00 P.M. 29 May 97.
