Notice of Contracting Action. The Phillips Laboratory anticipates
releasing a solicitation for Technology Advancement for Sensor Research
(TASeR) on or about 19 May 97. Responses will be due thirty (30) days
thereafter for the technical/management and cost proposal. The effort
will comprise a variety of investigations of advanced technology for
sensors found in space. Included will be: (1) studies of basic
mechanisms of detectors; (2) development of the elements of sensors
such as detectors, detector arrays, and readout multiplexers; and (3)
advancement of related technology such as materials and cryogenics for
these microelectronic devices. Tasks shall assess the characteristics
of the above components to improve image enhancement, producibility,
radiation hardness, thermal cycling, reliability and life cycle
support. Organizations must show evidence, either through in-house or
prospective subcontractors, of ability to manage and conduct complex
research, development, fabrication, and testing of sensors and their
elements for the areas (1), (2), and (3) above. An Indefinite Delivery,
Indefinite Quantity (IDIQ) type contract with Cost Plus Fixed Fee
(CPFF) Task Orders is anticipated. The contractual effort will consist
of a one-year basic period with four, one-year option periods. The
contract will require a SECRET clearance. Foreign firms are advised
they will not be allowed to participate as the prime contractor. An
organizational conflict of interest clause is anticipated in the
resultant contract. To prepare its proposal and perform services under
the contract, the contractor will require access to Military Critical
Technical Data whose export control is restricted by U.S. export
control laws and regulations. Only offerors who submit an approved DD
Form 2345, Militarily Critical Technical Data Agreement, to the
contracting officer will receive a copy of the solicitation. Contact

information on the certification and approval process. A Read File will
be established for offerors to view upon release of the solicitation
for two weeks. Responses by telegram, or responses combining more than
one synopsis will not be accepted. This acquisition will be full and
open competition. The size standard is $13.5M average annual receipts,
SIC code 8711. Firms responding should indicate whether or not they
are small business, small disadvantaged or 8(a) firms, and whether or
not they are woman owned. An Ombudsman has been appointed to hear
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate Government personnel. Before
contacting the Ombudsman, potential offerors should first communicate
with the contracting officer. In those instances where offerors cannot
obtain resolution from the contracting officer, they are invited to

confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
