Space Flight Center's Wallops Flight Facility (WFF) plans to issue a
Draft Request for Proposal (DRFP) for the NASA Sounding Rocket
Operations Contract (NSROC) which will provide all services and
supplies necessary to implement the NASA Sounding Rocket Program at the
WFF. The goals of a restructured and privatized NASA Sounding Rocket
Program have been fully described in the synopsis posted 2/25/97 at
this site. NASA has completed a Request for Information (RFI) process
whereby several members of industry (listed as RFI Firms) provided
general input on the planned aspects of this acquisition. This DRFP
will be issued to solicit industry's comments on the requirements,
planned terms and conditions of the contract, instructions for proposal
preparation, and evaluation approaches. Potential offerors are
specifically requested to identify unecessary or inefficient
requirements, and any barriers to the implementation of the program in
a cost effective, performance based manner. For this effort, the
Contractor will be required to design, fabricate, and flight qualify
(test) suborbital payloads, and provide all launch operations for those
payloads to support NASA sounding rocket missions. The contract will
also include Service-level-Agreement (SLA) support not directly related
to the NASA Sounding Rocket Program in the following general areas:
fabrication; environmental testing; and engineering and special
studies. The NSROC will also facilitate the marketing of WFF resources
and capabilties. The planned contract is structured on a cost
reimbursement, indefinite delivery, indefinite quantity (IDIQ) basis
with incentive fee and award fee provisions. The NASA sounding rocket
portion of the contract will require a minimum of 10 to a maximum of 35
sub-orbital launches per year including the transition of missions in
progress at the time of contract award. Mission production times will
vary substantially and may range from 6 months to 2 years or longer.
The number of missions in progress at any giventime, therefore, may
vary from the minimum and maximum amounts specified above. The
anticipated release date of the DRFP is on or about May 30, 1997. All
comments on the DRFP must be submitted by electronic, facsimile, or
written format to the Contracting Officer by the close of business June
13, 1997. The Government does not intend to hold an industry workshop
as part of the DRFP process. The Government plans to issue the final
RFP on or about June 27, 1997. The Government intends to conduct a site
visit and open a procurement library as part of the final RFP process.
Comments on the DFRP are not mandatory. The use of industry comments
to structure the final RFP is at the discretion of the Government. Any
subsequent RFP will be synopsized prior to its release. In accordance
with FAR 52.215-3, Solicitation for Information or Planning Purposes
(APR 1984), the Government does not intend to award a contract on the
basis of this DRFP, or to otherwise pay for the information solicited.
The draft solicitation and any further documents related to this
procurement will be available over the Internet at this site location.
The previous location described by RFI5-XXXXX1-605 (by the original
posted date of 2/25/97) will contain no further updates. The
information available at the previous posted date will be incorporated
into this site. These documents will be in ASCII or RTF format and
will reside on a World-Wide Web (WWW) server, which may be accessed
