Experiment Station is soliciting sources for the development of
simulation program for navigation studies of Freeport Wiggles and High
Island, Texas. A "real-time" push tow simulation study shall be
conducted to evaluate proposed bend easings. The offeror will supply
WES with a methodology, plan, or procedure to use the simulation model
as an evaluation tool. The primary objectives of the simulation
program are first to evaluate the safety of the proposed bend easings
and second to optimize channel layout. Simulation models shall be
developed for the existing condition and two proposed channel
modifications. The simulator facility must have a pilot- controlled
bridge and real-time model of vessel behavior. A visual scene and radar
image of the simulation scenarios must be developed and shall provide
coverage necessary to include visual cues that lie beyond the limits of
the hydrodynamic model. Tidal currents shall be calculated for the
existing channel and both plans. The study shall begin with a
reconnaissance trip to the Freeport/Galveston, TX area. The existing
condition simulation model shall be validated with tow captains
experienced in the Freeport Wiggles/High Island area. A formal
simulation program shall be conducted with six tow captains. The
simulations shall be conducted by a contractor having access to a
private simulator. All data files transferred between contractor and
WES shall be in ASCII format. All responsible sources may submit a
proposal which shall be considered for award. The solicitation will not
