Specialist SOPHIA CLARK (601) 631-5812 (Site Code CW38) The Contractor
shall perform all biological, environmental, economic and recreational
studies and related services in accordance with delivery orders issued
by the Contracting Officer. The initial contract is for 365 calendar
days with an option for an additional 365 calendar days. All studies
will be performed and completed in accordance with the terms of the
contract or directive, including construction quality control, safety,
and labor standards requirements. The Government guarantees that it
will purchase from the Contractor biological, environmental, economic
and recreational studies in the amount of not less than $2,500. This
will be a competitively negotiated procurement and submittal of
technical and price proposals is required. The evaluation will be
composed of two (2) phases. In Phase I Evaluation, a competitive range
will be established based on the ranking of proposals that have a
reasonable chance of being selected for award. In Phase I of the
selection process, the proposals will be evaluated based on the
following criteria. Item a. is of greater importance and Items b. and
c. are of lesser but equal importance and Items d. and e. are of lesser
but equal importance. a. The selected firm must have demonstrated
experience and proven acceptable performance in the type of work
required. b. The selected firm must have the qualified, experienced
personnel necessary to administer, supervise, and perform all work
tasks. c. The selected firm must indicate the capability to respond to
the Vicksburg District Office in a timely manner. d. The selected firm
must indicate the necessary equipment to perform the studies described.
e. The selected firm must furnish all professional specialists
necessary in planning administering, supervising, and performing work
tasks. In Phase II of the selection process, the proposals will be
evaluated based on the same criteria as stated for Phase I. Price
Proposal: Price will not be a scored factor, but will be evaluated as
to reasonableness and affordability in both Phase I and Phase II. Award
will be based upon a combination of technical score and an independent
evaluation of cost for reasonableness and affordability. This is not
