facility, has a requirement for a contractor to establish
states-of-the-art of residential wood combustion (RWC) technology and
RWC test methodology, with emphasis on advances and knowledge gained
since the mid-1980s. The objectives of this project are to (1)
establish the current state-of-the-art of RWC technology including any
ISO 14000 implications and (2) determine the feasibility of adjusting
current emission factors for such variables as wood moisture. The
general approach to accomplishing this shall be (1) eliciting input
through interviews of experts and (2) review of the published
literature. The Government intends to issue a single purchase order to
the responsible offeror whose quote represents the best overall value
to the Government based on evaluation of the selection criteria stated
in the request for quotation. For purposes of this best value
evaluation, past performance is considered more important than price.
