The Department of the Treasury, Financial Management Service, intends to issue a purchase order under the Commercial Item Simplified Acquisition Procedure s (CI-SAP) process to the Hispanic Association of Colleges and Universities (HACU) Hispanic Association of Colleges and Universities, 4204 Gardendale, Suite 216, San Antonio, TX 78229 for recruiting and providing students for summer internships at FMS. The anticipated period of performance will extend from June 10 -- August 16, 1997. This purchase order will serve as a component to the FMS's commitment to expand and strengthen the role of Hispanic Serving Institutions (HSIs) in support of the FMS's mission, and enhancing possible employment opportunities in the FMS or with other components of the Federal government. This commitment and the proposed internships are in response to President Clinton's Executive Order 12900 on Educational Excellence for Hispanic Americans dated February 22, 1994, and OPM's program "Pursuing Educational Excellence forHispanic Americans," which promotes recruitment of Hispanic students for part-time, summer and permanent positions in the Federal government. One of the strategies for pursuing excellence in the OPM program is participation in the HACU national intern program. HACU is a national association of higher education representing Hispanic serving institutions, specifically nonprofit, accredited colleges and universities where Hispanics constitute a minimum of 25 percent of the total enrollment at either graduate or undergraduate level. HACU has a national intern program that places students in Federal agencies for summer internships. Because of the unique nature of HACU's intern program and HACU's ability to outreach to HSIs, the FMS will award a sole source purchase order to HACU for recruitment of summer interns. HACU's National Internship Program offers an expanded recruitment resource to the FMS because of its access to HSIs. As a result, the FMS will obtain summer interns while at the same time serving the goals of Executive Order 12900 and OPM's Strategic Plan. Therefore, this procurement is sole source and no solicitation is available. Letters and telephone requests for a copy of a solicitation will not be accepted and are considered nonresponsive to this CBD announcement. Other vendors who believe they can meet these requirements should respond in writing, referencing RFQ-FMS-97-0005, to Department of the Treasury, Financial Management Service, Karen Galloway, 401 14th Street, SW, Rm 456C, Washington, DC, 20227, within 15 days of this notice providing sufficient technical data and documentation to demonstrate comparable capabilities.
