The United States Agency for International Development (USAID) located in Kingston, Jamaica is seeking sources for an upcoming full and open competitive procurement to assist USAID/Kingston in the implementation of its Coastal Water Quality Improvement Activity. The Mission expects to issue a request for proposal on or about June 1, 1997. The overall purpose of this activity is to improve coastal water quality (in areas of key environmental and economic importance). A set of five activities will be carried out to achieve this purpose. The five principal intermediate results are: 1. Community-based Grants Program -- This activity will provide grants support (a total of $1.35 million will be made available) to fund community environmental priorities, such as on-site low-cost toilet installation, water shops, drainage ditch (gully) clean-up and maintenance, and environmental education. Operations & Maintenance of Municipal Wastewater Management Systems - -- this activity will assist the government of Jamaica to manage approximately $100 million in new municipal sewerage system investments through public/private sector partnership. Environmental Audits Program programs will be undertaken to reduce the amount of waste discharged into the marine environment by industry. Initial activity will focus on putting in place environmental audit/certification programs for hotels. 4. Water Quality Monitoring Program -- This activity will develop NGO-Government partnerships to expand and regularize coastal water quality monitoring throughout the island. 5. Coastal Zone Management Coordination -- this activity will provide leadership and resources to assist the coordination of coastal zone management activities between various Government of Jamaican agencies, International Donors and NGOs.
