N -- WATER VAPOR SENSOR SYSTEM The National Oceanic and Atmospheric Administration (NOAA) proposes to negotiate on a sole source basis with United Parcel Service, 911 Grade Lane, Louisville, KY 40213 to install and maintain five (5) Water Vapor Sensing Systems (WVSS) on five B-757 UPS aircraft. The prototype WVSS units are being placed aboard UPS planes for evaluation. The units are being carried free of charge, with only installation and maintenance costs being reimbursed by the Government. Only UPS personnel can carry out such installations on UPS aircraft.
