(Site Code DAHC22) Headquarters, Military Traffic Management Command,
(HQ, MTMC) is seeking to identify potential sources and their
capabilities to provide all personnel, equipment, materials
supervision, and other items and services required to provide official
and leisure travel services to Department of Defense (DoD) sites
within the 11 state area known as Defense Travel Region (DTR 6). The 11
states are ND, SD, MN, NE, IA, MO, WI, IL, MI, IN and KY and include
approximately one half million DoD travelers. The objective of the
Defense Travel System (DTS) is to provide a seamless, paperless,
integrated process that meets the needs of travelers by providing the
full range of travel services at an overall cost savings to the
Government. Travel services will be acquired by combining both official
and leisure travel service requirements in a single solicitation with
the potential for award of each to separate offerors. In addition, the
DTR 6 contractor for official travel services shall provide and deploy
to DoD travelers,and follow-on travel management services contractors,
worldwide on an incremental schedule over a three year period, an
Automated Common User Interface (CUI) that facilitates the official
travel management services being solicited. Travel management services
include traditional commercial travel office arrangements. Draft
solicitation (DAHC22-96-R-0004), and related information regarding
approximately 344 DTR 6 sites is available on the DTS Website at
http://www.dtic.mil/travelink/. Interested sources for official travel,
to include the CUI, should submit a qualifications package to the
Contracting Office which will demonstrate their capabilities as
follows: (1) Description of capability to provide the CUI described
above. (2) Description of capability to deploy and support the CUI
worldwide. (3) Description of capability to provide official travel
management services for DTR 6. (4) Description of progressive and
responsible past performance/experience relevant to the requirements of
this procurement (Government, corporate and/or individual) over the
past 3 years. (5) Description of financial capability, and resources to
perform without government assistance. Interested sources for leisure
travel services should submit a qualifications package to the
Contracting Office which will demonstrate their capabilities as
follows: (1) Description of capability to provide leisure travel
management services for DTR 6. (2) Description of progressive and
responsible past performance/experience relevant to the requirements of
this procurement (Government, corporate and/or individual) over the
past 3 years. (3) Description of financial capability and resources to
perform without Government assistance. (4) Description of marketing
capability. All sources interested in providing any of the services
described above are strongly encouraged to submit the aforementioned
qualification packages which shall include identification of the
specific geographical areas, scope, size and dollar volume in which you
are interested in participating; and specify whether it is as a prime
contractor and/or subcontractor. Small Businesses shall also submit the
following: (1) a positive statement of eligibility as an 8(a), small,
small disadvantaged, or women-owned small business concern; and (2)
business size standard. The SIC Code is 4724 with annual size standard
of $1,000,000. The Government anticipates awarding a Firm Fixed Price
Requirements type contract(s) for a two (2) year base period and three
(3) one (1) year option periods. Large businesses will be required to
submit a subcontracting plan which meets the requirement of the Small
Business Act. If awarded to a large business, offeror must
contractually agree that small, small disadvantaged, and women-owned
small business concerns shall have the maximum practicable opportunity
to participate in contract performance consistent with its
subcontracting plan. The Government will encourage large businesses to
participate in the Mentor-Protege Program. Responses must be submitted
in hard copy on company letterhead (10 pitch font, single spaced, with
a 15 page limitation), signed by a corporate officer. Facsimiles will
not be accepted. Responses shall be submitted no later than May 23,
