synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition Regulation (FAR), Subpart 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are
being requested and a written solicitation will not be issued.
Solicitation Number N00421-97-R-1333 is issued as a request for
proposal (RFP). The incorporated document and provisions and clauses
are those in effect through Federal Acquisition Circular 90-46 and
Defense Acquisition Circular 91-11. This action is not set aside for
small businesses. The applicable SIC is 3669 and the small business
size standard is 750 employees. The Government intends to solicit and
negotiate on a SOLE SOURCE BASIS with GLOBAL SATCOM TECHNOLOGY, INC.
under the authority of FAR 6.302-1. GLOBAL SATCOM TECHNOLOGY, INC. is
the sole qualified supplier of this equipment at the present time. This
notice of intent is not a request for competitive proposals. However,
interested parties may submit a proposal in which they identify their
interest and capability. All proposals received by 2:30 P.M. Eastern
Standard Time, 20 May 1997 will be considered by the Government solely
for the purpose of determining whether to initiate a competitive
procurement. The Government reserves the right to process the
procurement on a sole source basis based upon the responses received.
The Government will not pay for any information received. The contract
line item number and item is: CLIN 0001 -- TCS-3000 Tri-Band SHF
Satellite Terminal: Quantity (1). The terminal shall include the
following: Tri-Band Test Translator. Tri-Band Modem. Indoor Diplexer.
Laptop Computer System. 10 Segmented Panel. 2.4 Meter Antenna System.
Single Thread SATCOM Terminal Equipment Packaged in (7) Aluminum
Transit Cases: [Case 1 (Antenna Panel and Pedestal Legs)]. [Case 2
(Reflector and Feed Support Frames)]. [Case 3 (Tracking Positioner and
Motorized Actuators)]. [Case 4 (Tri-BandFeeds and LNA's)]. [Case 5
(300 Watt Tri-Band Amplifier)]. [Case 6 (Tri-Band Electronics)]. [Case
7 (Tri-Band Waveguides and RF Filter Assemblies)]. The contractor
shall deliver CLIN 0001 to: Receiving Officer, NAWCAD, Bldg 8115, Villa
Road, St. Inigoes, MD 20684-0010; M/F: M. Hanson/MARFORPAC; by 01
September 1997. Acceptance shall be made at destination. FAR 52.212-1
Instructions to Offerors -- Commercial Items (OCT 1995) is incorporated
by reference and applies to this acquisition. The Government intends to
award this contract to GLOBAL SATCOM TECHNOLOGY, INC. Therefore, the
provision at 52.212-2 Evaluation -- Commercial Items (OCT 1995) does
not apply to this acquisition. The Government will evaluate GLOBAL
SATCOM TECHNOLOGY, INC's proposal to determine the price fair and
reasonable in accordance with FAR Part 15, before making award. Each
offeror shall include a completed copy of the provision at FAR
52.212-3, Offeror Representations and Certifications -- Commercial (OCT
1995) with its proposal. FAR 52.212-4 Contract Terms and Conditions --
Commercial Items (OCT 1995) is incorporated by reference and applies
to this acquisition. The clause at 52.212-5 Contract Terms and
Conditions Required to Implement Executive Orders -- Commercial Items
(JAN 1996) is incorporated by reference, however, for paragraph (b)
only the following clauses apply to this acquisition: 52.203-6,
