woode@ars.usda.gov. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotations
are being requested and a written solicitation will not be issued. The
solicitation number RFQ-012-4384-97 is issued as a request for
quotations and incorporates provisions and clauses that are in effect
through FAC 90-46.The SIC code is 3826 with a small business standard
of 500 employees. This acquisition will be procured under a small
business set-aside. Delivery is required within 8 weeks ARO. Delivery
is FOB Destination to USDA, ARS, SAA,Tifton, GA. Any
interested/qualified sources who can provide the item above must
respond by May 16, 1997. Quotations should be addressed to USDA, ARS,

Descriptive literature showing that the quoted instrument meets all
specifications included herein must accompany the quotation. The
government will award a contract resulting from this solicitation to
the responsive/responsible offeror whose offer conforms to the
solicitation and is most price advantageous to the government. The
following FAR clauses and provisions apply: 52.212-1, Instructions to
Offerors-Commercial Items; 52.212-2, Evaluation of Commercial Items
awarded to a responsive/responsible offeror at a fair and reasonable
price, 52.212-3, Offeror Representations and Certifications-Commercial
Items, 52.212-4, Contract Terms and Conditions-Commercial Items. The
following FAR clauses in paragraph (b) of 52.212-5, Contract Terms and
Conditions required to Implement Statues or Executive
Orders-Commercial Items, will apply the the resultant contract:
52.222-3, 52.233-3, 52.203-6, 52.203-10, 52.219-8,52.222-26, 52.222-35,
52.222-36, 52.222-37, 52.225-18, and 52.225-21. All offerors must
include a completed copy of FAR 52.212-3 with their response. Copies
can be obtained from the POC. Far 12.063(c)(ii) will be used for
establishing solicitation response time rather than the time
established in Note 22, which, in this instance, is not applicable to
this commercial acquisiton.Total Organic Carbon (TOC) Analyzer,
autosampler, software and balance minimum specifications: Instrument
Design -- Analyte:TC,IC, TOC(TC-IC),NPOC, (POC as
option).Method-Catalytically aided combustion with non-dispersive
infrared detection. Combustion Temperature: 680C. Measuring Range:
50ppb to 4000 ppm TC, 5000 ppm for IC, 0.01 to 40+% range for
solids.Average analysis time: less than 5 minutes for TOC (TC-IC=TOC).
Sample introduction: Automatic sample aspiration via microliter
syringe as standard. No needle/septa designs or manual injection
accepted. All sample injection lines automatically flushed with sample
before analysis to prevent carry over, flush volume user settable.
Replicates: up to 10 per sample, automatically, with unattended
operation. Injection volume: 4 to 100 mL, in 1 mL increments.
Pretreatment for IC removal: automatic sparging.Repeatability:
S.D.<1%FS(<2000ppm); <2% of FS (2000-4000 ppm). Built in
printer with optional printer cable available for external printer.

curve data, all instrument functions and maintenance. Display to be a
minimum size of 10" diagonal, 88 character x 22 lines.TC furnace
ON/OFF, and ON/OFF of carrier gas are microprocessor controlled from
keyboard. TC furnace and carrier gas can be programmed to automatically
start and stop at user selected times and dates. Automatic selection of
optimum operating conditions;maintenance/self diagnostics warning of
abonrmal conditions, programmable shutdown and restart from running
mode. All instrument mechanical movement functions via electric stepper
motors, no pneumatic devices accepted. No peristaltic pump devises to
be used on the instrument. Carrier gas requirement: air, UHP grade
suitable for TOC analysis. Power requirements:110V AC (800VA Max).Data
Processing:Detector signal-linearization,baseline correction, peak
detection, peak area calculation. Instrument automatically sets
detector range and injection volume or user can select. Data
processing-concentration calculation using one to four point
calibration curve; automatic selection of optimum calibration curves
for each sample. Battery protected storage of up to 18 calibration
curves. User to select up to 6 calibration curves per sample,
instrument to automatically select the optimum calibration curve for
analysis. Automatic calculation of mean, standard deviation, and
coefficient of variation. Automatic reanalysis with different
measurement range and/or adjusted sample volume with off-scale samples
are encountered. RS232 port for ASCII data transfer to IBM campatible
PC via software that operaties with MS Windows operating system.
Software and cable included. Allows for collection of data, sample ID,
sample tracking, and increased multi-point calibration capability.
Full Windows functionality. ASCII file export. Autosampler-78 sample
vials plus 8 vials for standards. Vial volume: samples 5-10mL,
standards 50 mL. Random access to any vial. User selectable number of
replicate injections per sample analysis or calibration; up to 13
replicates per analysis can be performed. User selectable up to 3
calibration curves for each sample batch from stored library of 18
calibration curves. Instrument automatically selects most suitable
calibration curve for sample analysis. Recalibrations during a run, at
any interval, user selected. Automatic pretreatment of stands and
samples (acid addition and sparging for NPOC). Automatic repeat
analysis of samples and/or standards to remove outlier(s). Automatic
selection of optimum calibration curve. Automatic sample needle and
flow line cleaning from clean water reservoir that is continuously
refilled by built in rinse pump. Sample needles are cleaned between
each sample and/or between each injection. All sample flow lines are
cleaned automatically at end of all sample batch runs. Automatic shut
down of instrument, TOC furnace off, carrier gas shut off, and flow
line rinsing at end of sample batch. Automatic start up, user selects
time and date of start up. TOC keyboard entry of all analysis
parameters. Electronic balance-System to include 3200g capacity
electronic balance and 0.01g readability for standard solutions for
calibration. Solids/soils must be available as a optional add on
accessory; large sample size: up to 1gram (30mg carbon). Switching from
solids sample analysis to water sample analysis or vice versa without
hardware reconfiguration, easily and quickly by keypad commands. True
