69 -- T-34C BLOCK UPDATE, T-44A BLOCK UPDATE AND TH-57B/C BLOCK UPDATE POC Anna Daly, 407-380-4067 or Contracting Officer, Ronald Dillon, 407-380-8385 The purpose of this sources sought synopsis is to solicit information as to the availability of potential sources to provide upgrades to the T-34C Flight Instrument and Cockpit Procedures Trainers (FIT, CPT) (Devices 2B37/37A/37B and 2C42), the T-44A Operational Flight Trainer (OFT) (Device 2F129), the TH-57B/C Instrument Flight and Cockpit Procedures Trainers (IFT, CPT) (Devices 2B42 and 2C67) and the Student Naval Aviator (SNA)/Undergraduate Flight Officer (UNF0) Interactive Courseware (ICW) Learning Resource Centers (Device I4E14) located at NAS Pensacola, FL, NAS Whiting Field, FL and NAS Corpus Christi, TX described in detail below. No solicitation is available at this time. Inofmrtion on this effort will be posted to www.ntsc.navy.mil under "What's New: Request for Proposals" as it becomes available. NAWCTSD is seeking those sources which have the previous experience and required capabilities which would qualify them for a possible award. Those firms currently having Computer Rehost, Instructor Operator Station (IOS)/trainer design development, manufacture, installation, integration, test and interactive courseware development experience are requested to submit the following information in original and one copy to the Contracting Officer at the address indicated above not later than 30 days from the publication of this notice. No facsimile or electronic mail copies please. Organizations are requsted to submit complete documentation (maximum total of 5 standard pages) discussing the following information: (1) All respondents to this synopsis must state whether their company is a large, small, small disadvantaged, or woman owned business. The applicable SIC is 3699. All respondents who are small, small and disadvantaged or certified 8(a), or woman owned businesses, must indicate their intent to pursue this requirement as either a prime or a subcontractor. (2) Identify the flight training systems and the commercial/Government sources to which these systems have been sold and accepted (Information shall include the name, phone number, and point of contact for each source). (3) Provide experience, skills, and capabilities in the use and knowledge of ADA, Fortran, C, and Assembly software languages. (4) Provide experience in rehosting computer systems on existing training systems. (5) Provide experience in the integration of Flight/Navigation Management Systems, Global Positioning Systems (GPS), Communication, and flight instruments with existing flight trainers. (6) Show experience, skills, and capabilities for developing Interactive Courseware curricula. No cost or pricing data is required with this submission. Responses which incorporate general capability-type literature, but fail to specifically address the experience and capability requirements as defined above, will be judged to be unacceptable. Information received will be considered solely for the purpose of whether to conduct a competitive procurement. The information provided should pertain to this synopsis only. Any information received as a result of this notice will NOT be provided to other contractors. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government reserves the right without further consideration to render a determination of small business set-aside based solely on the information received. The Government will NOT pay for any information received in response to this announcement nor will the Government compensate any respondent for any costs incurred in the development of information provided to the Government. T-34C Block Update The T-34C Block Update will include a hybrid system consisting of BFGoodrich FlightSystems, Inc. Navigation Management System (LNS6000), which includes a GPS, and the Naval Aircraft Collision Warning System (NACWS). The Block Update will also include a VHF Radio installation. The CPTs (Device 2C42 (Qty of 6)), have already incorporated a stimulated NACWS, consisting of a Control/Display Unit (CDU) and a modified Transmitter/Receiver Computer, which provides fixed DME information based on training site latitude and longitude values. The CPT is a 486 PC based trainer with an ADA software load. The FITs (Devices 2B37/37A (Qty of 12 and 5)) for the purposes of the Block Update have the same baselines. These devices have not incorporated the NACWS upgrade. The Block Update will include both the Navigation Management System and NACWS installations. The 2B37/37A host computers (Encore 32/27) are the same and have a Fortran software load. The Device 2B37B (Qty of 8), will have a simulated NACWS, including a three inch VGA video display monitor with an open frame monitor package as the NACWS CDU under software control from the real time host computer. The 2B37B is a Power PC based trainer with a modified Fortran software load. The T-34C Block Update will provide a single configuration of the hybrid Navigation Management System/NACWS for all of the CPT and IFT devices. The contractor's design shall include the same functions, audio, video and signal outputs, and controls as the actual aircraft equipment. The contractors design shall also include any existing malfunctions related to the NACWS system and three additional contractor proposed malfunctions related to the hybrid system. All built-in-test functions of the actual aircraft equipment shall be operational in the training system design. Collision warning targets shall not be simulated or required. An Interactive Courseware class is required to provide a self contained lesson on the utilization of hybrid system.The lesson shall operate on the Device I4E14. The VHF Radio Installation for both the CPT and FIT will provide a non-functional (dummy) radio selector panel installed in the map case, like the aircraft installation. The aircraft instrument panels shall be modified with UHF/VHF radio selector switch(es), like the aircraft installation. The selector switch(es) shall provide information to the training system IOS for use during training sessions. Circuit breaker panels shall be modified to include UHF/VHF radio installation. Any new circuit breakers shall provide the same functionality as existing circuit breakers. T-44A Block Upgrade The T-44A OFT (Device 2F129 (Qty of 5)) Block Upgrade will include a Flight Management System (Interstate Electronics Corp., IEC-9002), which includes a GPS, Computer Rehost, and an IOS replacement. The Device 2F129 consists of a pilot trainee station, an IOS, a digital computer system and a hydraulic control loading and motion system. The contractor's Flight Management System design shall include the same functions, audio, video and signal outputs, and controls as the actual aircraft equipment. The contractors design shall propose three malfunctions related to the Flight Management System. All built-in-test functions of the actual aircraft equipment shall be operational in the training system design. The IOS contains the controls, displays, and indicators utilized by the instructor to setup and control training problems, introduce malfunctions, monitor trainee actions and responses and evaluate trainee performance. The two Sanders Graphic 7 CRT displays are mounted in the consoles. A function control panel and a keyboard consist of dedicated function keys which provide control over the trainer systems. There are provisions in the IOS for a work surface, storage space, and for introduction of controls for a future visual system. The contractor's IOS shall completely replace the existing IOS. The new IOS shall provide all the same functions, controls, and displays provided by the existing system. The Computer system consists of an Encore 32/77 computer, magnetic tape unit, disk controller, video display terminal and a line printer. The contractor's training system computer design shall completely replace the existing training system computer system. The software shall only be modified to the extent necessary to successfully integrate the new training system computer without degradation from the present system operation. The new computer system shall provide, at a minimum, a forty percent spare capability or capacity for all operations, disk storage space, and timing iterations. An Interactive Courseware class is required to provide a self contained lesson on the utilization of the Flight Management System. The lesson shall operate on the Device I4E14. TH-57B/C Block Update The TH-57C IFT (Device 2B42 (Qty of 6 (2 visual))) includes a GPS (Allied Signal, KLN-900), VHF Radio Update (Allied Signal, KTR 909), UHF Radio Replacement (Allied Signal, KY 196/197) and two Flight Instrument Replacements, the Torquemeter and the Total Outlet Temperature (Diamond J Inc., 65100-007, 61000-022). The TH-57B CPT Block Update (Device 2C67 (QTY of 3))incorporates the two new flight instruments only. The 2B42 has a host computer and various satellite computers. One satellite computer passes signals between the avionics control boxes and the host computer. This satellite computer will be involved in the block update. The Government does not possess the software source code for this computer. The 2B42 uses an Encore 32/67 computer as the host computer. The satellite computer is a Z8000. The 2C67 is a 486 PC based trainer. The contractor's KLN 900 GPS Navigation System design shall include the same functions, audio, video, and signal outputs, and controls as the actual aircraft equipment. The contractor's design shall propose three malfunctions related to the Flight Management System. All built-in-test functions of the actual aircraft equipment shall be operational in the training system design. The contractor's VHF Radio Update design shall provide for the same functions as the actual aircraft system into the 2B42 training system. The design shall include all malfunctions in the present training system VHF Radio. The contractor's UHF Radio Replacement design shall provide for the same functions as the actual aircraft system into the 2B42 training system. The design shall include all malfunctions in the present training system UHF Radio. The contractor's Flight Instrument Replacement design shall provide the same visual outputs as the actual aircraft system flight instruments into the 2B42 and 2C67 training systems. The training system software shall provide control of the flight instruments to reset, display, and otherwise control the flight instruments to accurately simulate the actual aircraft system flight instruments. These modifications will require the relocation of instruments on the existing instrument panel. An Interactive Courseware class is required to provide a self contained lesson on the utilization of the GPS. The lesson shall operate on the Device I4E14. (0121)
