70 -- FINANCIAL ACCOUNTING SYSTEM SOFTWARE DUE 051697 POC Marcia Friedman Katz Tel: 410-965-9477 The Social Security Administration (SSA) is seeking sources who can provide software which provides a financial accounting system function that supports all activities associated with servicing debt from SSA's title XVI and/or title II programs. This software must be in conformance with Joint Financial Management Improvement Program Federal Financial Management System Requirements and Federal Accounting Standards Advisory Board requirements for financial accounting. The software should provide the following: Maintain detailed information by account; Update accounts with financial accounting events; Provide automatic updating of multiple data stores for transactions received from an input source on a real-time basis, but not less frequently than a daily basis; Maintain individual financial accounts and access existing SSA files; Provide on-line query capability to the financial account file by user-defined selection criteria; Control, record, track and maintain a transaction history of all financial accounting events; Classify and report types of financial accounting by Federal/State breakouts; Process data from various sources, such as Department of the Treasury systems; Provide flexible end user reporting capabilities on demand; Accommodate a high volume transaction driven front end process for updating the financial accounting data and the ability to store millions of records of large record formats; Identify multiple debts on a particular key and track each of those debts separately; Provide a file structure that allows multiple keys to the financial accounting data; Operate on multiple platforms; i.e. mainframe, network or desktop; Accommodate additional user requirements, system enhancements or policy changes without large scale conversions; Interface electronically with/update SSA's Financial Accounting System; Perform all of the above and meet the applicable requirements of the Office of Management and Budget Circular A-129 and DT's SF- 220.9, Accounts and Loans Receivable Due from the Public.
