The Center for Mental Health Services (CMHS) intend to negotiate on a sole source basis with the Carter Center, Menthal Health Program, One Copenhill/453 Freedom Parkway, Atantal Georgia 30307. The contractor shall commission four (4) issue papers for presentation at the annual Rosalynn Carter Symposia on Mental Health Policy which will take place in November 1997. These papers will address the overall theme from the clinical/therapeutic, technological, consumer and family perspectives, while encompassing the overarching aspect of managed care. The period of performance shall be nine (9) months. This award shall be made using simplified acquisition procedures. The Government reserves the right not to open this requirement to competition based upon the responses to this notice. Technical responses and requests received as a result of this notice of intent will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. Interested firms must submit clear and convincing data substantiating their capability to furnish this requirement within fifteen (15) days from publication of this notice.
