Contracting Officer, 011-81-3117-63-8725 The U.S. Army Engineer
District, Japan proposes to contract for Indefinite Delivery
Architect-Engineer Services for advance planning and master planning,
engineering and feasibility studies, surveying, mapping, site
investigations, drafting, U.S. funded design work and other general
engineering-type projects. Construction related work includes
maintenance, repair and new construction of facilities in Japan of
varied complexity, roads and pavements, runways, utility systems and
other supporting facilities. Services will be implemented through
individual task orders, with a maximum amount of $750,000 for the basic
contract with one option for $750,000. Individual task orders may be
issued up to the maximum contract amount of $750,000. The basic
contract period is one year from the contract award date, and the
option period extends the basic contract by one year. The option year
may be exercised before one year expires if the basic contract has been
exhausted or nearly exhausted. The Government is not obligated to
exercise the option. The contract shall require the Government to order
services priced at not less than two percent (2%) of the maximum
contract amount and one percent (1%) in the option year. The contract
is anticipated to be awarded in August 1997. This contract will be
awarded to a U.S. firm, or a U.S. firm in joint venture with a Japanese
firm. All Standard Form 254 and 255 submittals for BOTH U.S. and
Japanese firms MUST be included. The criteria for allocation of
delivery orders between the contracts shall be based on one or more of
the following factors: (1) Professional Qualifications, (2)
Specialized Experience and Technical Competence, (3) Capacity to
accomplish the work, (4) Past Performance, (5) Volume of Work, and (6)
Geographic Proximity. Interested firms having the capabilities to
perform this work must submit one copy of Standard Form (SF) 255,
Architect Engineer, and Related Services Questionnaire for Specific
Project and one copy of SF 254, Architect Engineer and Related
ServicesQuestionnaire, if one is not currently on file with the
District, by the due date shown above on this announcement or within
thirty (30) calendar days after the date of this announcement,
whichever occurs later. Submittals should be addressed to the
Architect-Engineer Section, ATTN: CEPOJ-EC-TA, Mr. Gerry Boyle. If not
already on file with the Japan Engineer District, APO, AP 96338-5010.
No other general notification to firms under consideration for this
contract will be made and no further action is required. Request for
Proposal Number DACA79-97-R-0006 will be utilized to solicit a proposal
