706-2766 NOTICE OF INTENT. The U.S. Army Intelligence and Security
Command intends to award a sole-source Order to Presearch, Inc. under
Blanket Ordering Agreement DAHC90-92-G-0004. Sole Source Authority: 10
U.S.C. 2304(c)(1). This is a nine-month effort to extend advanced text
visualization and computer-based distance learning technology for
insertion into the existing Pathfinder program. Performance must start
no later than June 15, 1997, to meet the Government's required
delivery date of February 1998. SUMMARY OF THE STATEMENT OF WORK: The
scope of the BOA involves the continued development of future
capabilities in Pathfinder. Pathfinder is a government-owned program.
The three SOW tasks are: (Task 1) Development of Advanced Visualization
Techniques and Text Extraction Tools. The contractor shall develop
advanced document visualization and text extraction tools for the
Pathfinder tool set. (Task 2) Development of Computer-based Training
and Distance Learning Tools. The contractor shall develop software and
tools for on-line computer-based training of Pathfinder applications
to analyst users. These tools will embed knowledge, techniques,
analytical methods, and tutorials that will be used to support on-line
training of production analysts. These tools shall also support
distance learning and remote support of Pathfinder users regardless of
their physical location on secure networks. They shall incorporate
multimedia case studies to illustrate the application of Pathfinder in
analytical work. NOTE: The deliverables for Tasks 1 and 2 shall
include the fully functional and operational version of the Pathfinder
software to be delivered and installed at test and evaluation sites at
each user's organization. These deliverables will include the
Pathfinder source code, compiled code, algorithms, logical constructs,
user documents, and system administration documentation. (Task 3)
Technology Insertion Support. The contractor shall provide on-site user
and system administration support for the insertion of these Pathfinder
technologies at four CONUS sites (location undetermined at this time).
This support shall include analytical user support, training support,
data administration, configuration management, system support and
troubleshooting. This notice is not a request for competitive
quotations. No written request for quotations exists. Interested
parties may identify their interest by submitting fully descriptive
capability statements no later than 15 days from the date of
publication of this synopsis. Information received will be considered
solely for the purpose of determining whether or not to conduct a
competitive procurement. A determination by the Government not to
complete this proposed purchase order based upon responses to this
notice is solely within the discretion of the Government. Notes 22 and
