D -- TIME-SHARE TREASURY'S SF224 SOFTWARE SOL TIME-SHARE SF224 DUE 051997 POC Jesse Kingsberry, 202-260-6080 The Environmental Protection Agency (EPA) intends to negotiate a sole source contract with Ceridian Corporation, 2200 Clarendon Blvd, Courtland Plaza I, #1007, Arlington, Virginia 22201, for Time-Sharing Services to access The Department of Treasury's standard form 224 program software. The anticipated contract will contain a base period and 4 option periods totaling 60 months. The Treasury requires each agency to use its Automated SF-224 system, which Ceridian Corporation developed and retains proprietary software rights, for submission of the required reports to Treasury via the Ceridian Corporation developed Government On-Line Accounting Link System (GOALS). Ceridian's proprietary software compiles all the SF-224 data and generates these reports, which are vital to EPA's cash reconciliation process. Ceridian Corporation is the only known source because the proprietary software to run on Treasury's sytems GOALS is only available from Ceridian Corporation. EPA is unaware of any vendor with 224 software that meets their requirements. Ceridian Corporation has developed and maintained on its computer two applications for the Treasury. The first is an Automated Account Number Look-Up. As agencies enter their Statement of Transactions (SF-224), the data is edited against two files containing valid account numbers. Where an invalid account number is entered, the agency registering the account number is prompted at their terminal to contact Treasury for valid authorization. At present, EPA does not incur any cost associated with this function. However, employing a vendor other than Ceridian Corporation to provide the Account Number Look-Up would result in EPA absorbing the cost. The second application is the Government On-Line Accounting Link Link System (GOALS). EPA has a Reimbursable Interagency Agreement with Treasury in force to utilize services offered on GOALS vital to EPA's financial operations. Ceridian Corporation developed a government-wide automated system for SF-224 reporting. To be compatible, agencies and departments are required by Treasury to use the Automated SF-224 system. In addition, the software program must generate the following reports; 1) Monthly Worksheet for SF-133 2) Outlay Report by Appropriation 3) Triadic Reconciliation Report and 4) EPA TFS 6653 Review Report. Therefore, EPA intends to immediately negotiate a sole source contract with Ceridian Corporation. The intent of this synopsis is to determine if any other source(s) exist and, therefore, no RFP is available. Any vendor wishing to respond to this synopsis must do so in writing. The response must proviide documentation demonstrating their capability to provide software program for SF-224 preparation for submission to Treasury. In addition, your response should contain current pricing information such as a commercial price list. Any response(s) failing to provide the aforementioned data but instead choosing to merely submit their routine letter requesting a copy of the RFP will be ignored. Responses must be received within fifteen calendar days from publication of this announcement.
