SURVEY Cheyenne Mountain Air Station (CMAS) Warning Systems Software
Support (WSSS) contract F05604-93-C-9006 currently with Kaman Sciences
Corporation expires 30 Sep 98. Air Force Space Systems Support
Group/SMC plans to exercise this requirement as a modification onto the
Cheyenne Mountain Complex Mission Software Support (CMC/MSS) contract
F05604-97-C-9002 also with Kaman Sciences Corporation. The purpose of
this action is to eliminate the acquisition costs at this time, reduce
overall performance costs and reduce the overhead costs of
administering two contracts. The combined requirement will be
recompeted as a single contract starting in FY00 for a 1 Oct 01 start.
The scope of WSSS encompasses software services to support the
operational warning mission of North American Aerospace Defense Command
(NORAD), United States Space Command (USSPACECOM), Air Force Space
Command (AFSPC) and Cheyenne Mountain Air Station (CMAS). The term
"Warning Systems" refers to those current, replacement and future
systems which perform the warning portions of the NORAD, USSPACECOM and
AFSPC operations missions, or which perform related warning systems
functions. These warning systems are a subset of the Integrated
Tactical Warning and Attack Assessment (ITW/AA) system which provides
strategic warning data to the National Command Authorities (NCA), the
Joint Chiefs of Staff (JCS) and the various world-wide Commanders-in-
Chief (CINCs). Support for the following systems, once in an
operational status, is currently contemplated: NORAD Computer System
Modular Display System Warning Display Terminal Theater Display
Terminal Granite Sentry Command Center Processing and Display System
Replacement Processing and Display System Missile Warning Monitoring
System Video Distribution System Scenario Generator World Wide Origin
and Threat System Upgrade Companies who believe they are capable of
performing this work on a more cost effective basis than the
contemplated approach for the periods 1 Oct 98 through 30 Sep 01,
should reply in writing to Ms Diane Coulson, 21 CONS/LGCXA, 135 E. Ent

(719) 556-4756 to set up a capabilities briefing. Regardless of the
outcome of this interim action (1 Oct 98 -- 30 Sep 01), the follow-on
WSSS requirement will be combined with the CMC/MSS requirement and
competed as a single contract. Note the reacquisition for CMC/MSS
received only one acceptable proposal that being from Kaman Sciences
