The Library of Congress has a requirement for video to digital conversion of BetaSP videotapes recorded with non-drop-frame SMPTE time code to produce MPEG and Quicktime files. Approximate number and running times of films to be digitized are 85 Edison titles (silent, b&w) 420 minutes; 40 Spanish-American War titles (silent, b&w) 150 minutes; and 42 video clips of the 96 Ranch Collection (sound, color) 90 minutes. Required capabilities include frame accuracy control of BetaCam-SP videotape during the digital video capturing/encoding process; component Video and Balanced Audio Signal path from the BetaCap-SP to a real-time (symmetrical) mpeg video encoding device (real-time equipment includes Minerva Compressionist, Sony RTE-3000, etc.) and a Component Video and Balanced Audio Signal path to a Quicktime capturing and encoding device; and production of 320 x 240 MPEG-1 files with preprocessing and filtering capabilities.
