Medical Center, West Los Angeles, CA intends to negotiate a sole source
contract with Gib Kerr to teach and deliver customized presentations of
Trust Assertion Listening and Knowing (T.A.L.K) and for development of
customer service skills in Medical Center setting. One of the primary
roles of this training is to establish new communication techniques.
This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart `12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation #691-52-97. The
solicitation is issued as Request for Proposals (RFP). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular #90-46. The associated
standard industrial classification code is #8299. The proposed contract
is 100% set aside for small business concerns and will be a firm-fixed
price contract. Anticipated period of performance will be from date of
Award until April 30, l998. Payment will be made in arrears on
certified invoices. Contractor will deliver an estimated (71) all day
workshops to approximately (2130) employees at this Medical Center as
part of the Change Plan for development of customer service skills. In
addition, the contractor will develop an estimated (12) half day
sessions of T.A.L.K. for presentation for an approximate total of (360)
Physicians, Physician Assistants, Nurse Practitioners, and Nurse
Managers. The contractor will be responsible for implementation of
presentation activities, books, supplies, developing training materials
and visual aids, organizing agendas, development of documentation such
as reports of progress and outcomes. The provision at 52.212-1,
Instructions to Offerors-Commercial, applies to this acquisition.
Provision at 52.212-2, Evaluation-Commercial Items, will be
applicability. The Government will award the contract resulting from
this solicitation to the responsible offeror whose offer conforming to
the solicitation will be most advantageous to the Government, price
and other factors considered. The following factors shall be used to
evaluate offers: (1) Price (2) Submit concise documentation as to their
ability of having thorough knowledge of T.A.L.K. (3) Fully explain
their capability to provide these services (4) Have (5) plus years
experienced in delivery of T.A.L.K in Medical settings (5) Have ability
to customize T.A.L.K. for this medical center (6) Have (3)years public
speaking, seminars, and workshop, and (7) Have (5) most recent
publications. Respondents are encouraged to submit all other supporting
literature they consider relevant. Evaluation factors are in their
relative order of importance for the Evaluation factors, such as in
descending order of importance. Offerors to include a completed copy of
the provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items, with its offer. The clause at
52.212-4, Contract Terms and Conditions-Commercial Items, applies to
this acquisition. The clause at 52.212-5, Contract Terms and Conditions
