PRESOLICITATION NOTICE: Contractor is to provide all labor, materials, supplies, equipment and transportation necessary to replace cross ties, switch ties, plates, bolts, nusts, washers, tracks and turnouts; clean, oil and adjust switches; furnish and spread new ballast; install spikes and rails; surface line and gage track; buildup frogs and switch points; repair asphalt road crossings; replace asphalt road crossings with rubber. All work is to be done in accordance with Specifictions for "Railroad Repairs and Maintenance", PR 1-95, SIOPB-DPW-96-03, dated 30 March 1996. Contractor shall submit certifications showing that all materials conform to the latest Army Railroad Track Standards as prescribed in AR 420-72(1). Performance Period will entail a Base Period and four (4) Option Performance Periods. Project is to be completed 90 calendar days after Notice to Proceed. This is an unrestricted acquisition in accordance with Public Law 100-656. Work is to be performed at Pine bluff Arsenal, Pine Bluff, AR 71602-9500.
