PRE-SOLICITATION NOTICE AND A NOTICE OF AVAILABILITY OF REQUEST FOR
PROPOSALS (SSA-RFP-97-3062) FOR THE FIRE PROTECTION SYSTEM UPGRADE AT
THE NATIONAL COMPUTER CENTER (NCC) LOCATED IN BALTIMORE, MD. The Social
Security Administration (SSA) has a requirement for a contractor to
provide demolition and construction of the fire protection system in
the National Computer Center (NCC) and the Utility Building, Baltimore,
Maryland. The contractor shall furnish the necessary supervision,
labor, materials, and equipment to install a new fire alarm system to
monitor the (NCC) Building and its associated Utility Building. Also,
major sprinkler system modifications and additions are planned to
accommodate and protect the hazards in these facilities and to ensure
proper system operation via more stringent code compliance. Additional
work includes the provision of power supply equipment and wiring to
the fire alarm system, provision of a nurse call system for the
handicapped stalls in each bathroom, installation of isolation valves
in the incoming water supply to the building, and patching/painting as
required where existing equipment is removed and/or new equipment is
installed. Time for completion of this project shall be approximately
80-calendar days after the contractor receives the notice to proceed.
It is anticipated that a firm-fixed price contract will be awarded as
a result of this solicitation. The estimated cost is between $1,000,000
and $5,000,000. This acquisition has been determined to be a 100
percent Small Business Set-Aside. The SIC code for this requirement is
1731 and the Small Business Size Standard is $7 million. The
Pre-solicitation Notice is currently available. Offerors interested in

966-9310. A mass mailing of the Pre-solicitation Notice will be done on
May 5, 1997 to all vendors on the SSA mailing list for the Product
Service Code (PSC) Z111. Solicitation No. SSA-RFP-97-3062 will be
available for release on or about May 23, 1997 with proposals due 30-
calendar days thereafter. Written Request Only; NO TELEPHONE REQUEST
for a copy of the solicitation will be accepted. Offerors interested in
obtaining a copy of the RFP which contain the plans and specifications
for this project must send in their request on company letterhead
along with a company check, cashier's check, or money order in the
amount of $80.00 made payable to the Social Security Administration
(non-refundable) within fifteen (15) days of this announcement. The
solicitation number (SSA-RFP-97-3062) must be annotated on the check.
NO PERSONAL CHECKS WILL BE ACCEPTED. All requests should cite the
solicitation number SSA-RFP-97-3062. Requests received after this
period will be filled on a first-come, first-serve, basis until the
supply is exhausted. All responsible sources may submit a proposal
