PRE-SOLICITATION NOTICE AND A NOTICE OF AVAILABILITY OF REQUEST FOR
PROPOSALS (SSA-RFP-97-3061) FOR SECURITY UPGRADE SYSTEM AT THE NATIONAL
COMPUTER CENTER LOCATED IN BALTIMORE, MARYLAND. The Social Security
Administration (SSA) has a requirement for a contractor to provide all
supervision, labor, materials, tools, equipment and documentation
necessary for the purchasing, fabrication, installation, inspection,
testing, training, and maintenance of a complete integrated Physical
Security System (PSS) providing warranty for 1-year from date of system
acceptance. This system will replace the existing security monitoring
system. The integrated PSS shall include access control, alarm
monitoring, intrusion detection, closed circuit television (CCTV) and
personnel and package screening and Government provided security
communications. The elements of access control include electronic and
mechanical devices which restrict or permit movement of persons into
secured areas through portals or barriers. The contractor shall be
required to integrate the existing Government furnished equipment, such
as the security intercom system into the new PSS. The software and
hardware integration used shall not require switching between subsystem
front-end equipment and/or software programs in order to perform
intra-system tasks. The PSS shall be capable of interfacing to SSA's
existing security systems currently serving the remainder of the
buildings comprising the Social Security Complex. The PSS's front-end
equipment shall be located in the NCC's Emergency Command Control
Center (ECCC). The project includes the furnishing and installation of
a Secondary Command Control Center (SCCC) workstation/console and
associated equipment in the Altmeyer Building which is separate from
the NCC Building but is located on the SSA Complex. The system shall
also have expansion capability to provide remote monitoring of security
systems at other selected SSA facilities throughout the U.S. Time for
completion of the project shall be approximately 395-calendar days
after the contractor receives the notice to proceed. It is anticipated
that a firm-fixed price contract will be awarded as a result of this
solicitation. The estimated cost is between $1,000,000 and $5,000,000.
This acquisition has been determined to be a 100 percent Small
Business Set-Aside. The SIC code for this requirement is 1731 and the
Small Business Size Standard is $7 million. The Pre-solicitation Notice

all vendors on the SSA mailing list for Product Service Code (PSC)
Z111. The solicitation (SSA-RFP-97-3061) will be available for release
on or about May 23, 1997 with proposals due 30-calendar days
thereafter. Written Request Only; NO TELEPHONE REQUEST for a copy of
the solicitation will be accepted. Offerors interested in obtaining a
copy of the RFP, which contains the plans and specifications for this
project must send in their request on company letterhead along with a
company check, cashier's check, or money order in the amount of $50.00
made payable to the Social Security Administration (non- refundable)
within fifteen (15) days of this announcement. The solicitation number
(SSA-RFP-97-3061) must be annotated on the check. NO PERSONAL CHECKS
WILL BE ACCEPTED. All requests should cite the solicitation number
SSA-RFP-97-3061. Requests received after this period will be filled on
a first-come, first- serve, basis until the supply is exhausted. All
responsible sources may submit a proposal which shall be considered by
