Lease/Purchase Voice Mail System, pfort@id.blm.gov. The Bureau of Land
Management, Idaho State Office would like to purchase a Voice mail
system on a five year lease purchase. At the end of the five years, the
BLM will own the Voice Mail system. During the five year lease period,
the contractor will provide full maintenance, parts replacement and
labor during the lease. Contractor must respond in 24 hours from the
time of notification, for any system failures, and must have the system
returned to service within 48 hours of the time of notification. The
Voice Mail system must be fully integrated with the AT&T Definity G1
telephone system. The Voice Mail system must be capable of
distinguishing between a mailbox holders extension being busy or a no
answer. If the extension is busy, the Voice Mail system will provide
the caller with the option of remaining on hold, go to specified
operator, or to leave a message in the extensions mail box. On a no
answer, the caller will be given the option of going to a specified
operator, or to the extensions mailbox, or routed to a pager, or routed
to a cell phone number. The Voice Mail system must have the capability
to provide a minimum of 200 mailboxes. The Voice Mail system must be
capable of recognizing and transferring calls to a minimum of 15
operator positions for the various departments. Subscribers must have
the capability to have message notifications to the following:
Extensions Local or Long Distance Cellular Telephones Radio Pagers
Digital Pagers PIN Pagers Subscribers, while listening to a new or
saved message, must have the following options apply: Pause/Resume Skip
Ahead Backup Replay Skip to the Next Message Delete Current Message
Save Current Message Reply to Message by Recording a Response or
Transferring to the Sender. Forward Message Cancel Speed and Volume
Control Voice Mail's Automated Attendant features: External Call
Forwarding Operator Transfer Audiotext Announcements Speech Recognition
Caller Queuing Dial by Name Directory Multi-level Menuing Year 2000
Compliant Year 2000 compliant means information technology that
accurately processes date/time data (including, but not limited to,
calculating, comparing, and sequencing) from, into, and between the
twentieth and twenty-first centuries, and the years 1999 and 2000 and
leap year calculations. Furthermore, Year 2000 compliant information
technology, when used in combination with other information technology,
shall accurately process date/time data if the other information
technology properly exchanges date/time data with it. All hardware,
software, or firmware in any products furnished under this contract
shall either be Year 2000 compliant as delivered or, if noncompliant at
that time, be upgraded to be Year 2000 compliant, at no additional cost
to the government, by December 31, 1999. The existing government-owned
or furnished information technology that will be used with the
information technology acquired under this contract is: Lucent
Technology (AT&T) Definity G1. This existing information technology is
Year 2000 compliant. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
This solicitation is issued as a request for quotations (RFQ), number
1422D910Q970017. This solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-45. This solicitation is under standard industrial classification
code 4813 where number of employees does not exceed 1,500. The Contract
line item number is: Item 1, Lease/Purchase a Voice Mail System on a
five-year lease. The due date for this is 30 days after award of the
contract and shall be delivered to the Contracting Officer, BLM, 1387
S. Vinnell Way, Boise, ID 83709. The provision at 52.212.1, Instruction
to Offerors-Commercial is applicable. The provision at 52.212-2,
Evaluation-Commercial Items is applicable, and the following shall be
included in paragraph (a) of that provision. Quotes will be evaluated
on price, and past performance. Past performance will be based on the
Contracting Officer's knowledge, contacting provided references, and
other reasonable sources. Price is estimated at less than $100,000.
Selection will be made of the offer that is most advantageous to the
Government. Offerors shall include a completed copy of the provision as
52.212-3, Offeror Representations and Certifications-Commercial Items,
with its offer. The clause 52.212-4, Contract Terms and
Conditions-Commercial Items, is applicable. The clause 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders-Commercial Items, is applicable, and the following
additional FAR clauses cited in the clause are applicable: 52.222-26,
52.222-35, 52.222-36, 52.225-3. Offers are due at the above office by
