Same Subject. This notice is to inform industry that the Draft Request
for Proposal (DRFP) documents (including the Specification, Statement
of Objectives, Sections M and L, a Risk Matrix and an Engineering Data
Package) is currently posted on the Hanscom Electronic Request for
Proposal Bulletin Board (HERBB) at http://herbb.hanscom.af.mil. The
draft Statement of Work and the Contract Line Item (CLIN) descriptions
will be posted on HERBB no later than 05 May 97. The HERBB is the
official RFP medium. Additionally, a hard copy of the draft RFP
documents is available for review at the Phillips Laboratory Library
located at Hanscom AFB, MA. Procedures for using the library may be
obtained from Michael Evans at (617) 377-6165. The Air Force
anticipates a competitive acquisition for a production contract for the
Tactical Automated Security System (TASS). The TASS components are made
up of a combination of developed hardware/software and
Commercial-Off-The-Shelf (COTS) Equipment. The TASS Production Phase II
program will consist of the acquisition, delivery, and integration of
TASS hardware and software, first article test, packaging, training and
logistics support. In addition, TASS upgrades will be implemented to
incorporate technology enhancements that will provide added
capabilities. The Government plans to issue two solicitations (one full
and open and one small business set-aside) for the TASS Production
Phase II program. Responses to this announcement are voluntary and the
Government is neither negotiating nor calling for offers at this time.
Respondents are encouraged to evaluate and challenge any element of the
draft RFP. The Government reserves the right to incorporate suggested
changes into the planned solicitation without identifying the submitter
or obtaining approval. An Ombudsman has been appointed to hear concerns
from offerors or potential offerors during the proposal development
phase of this acquisition. The purpose of the Ombudsman is not to
diminish the authority of the program director or contracting officer,
but to communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of the proposals or in the source selection process.

problems that have previously been brought to the attention of the
program manager and/or the contracting officer and could not be
satisfactorily resolved at that level, or issues that require
