Standards and Technology (NIST) intends to acquire from Advanced Video
Access, Morristown, NJ, a six-month lease of video dial tone equipment
for an experiment in remote distribution of digital video information,
with the option to renew the lease for an additional six months. The
experiment requires the NIST to use equipment and software identical to
the proprietary video dial tone equipment already installed at Bellcore
Laboratory. The equipment consists of the following items: Item 01 --
One each of video dial tone equipment with the Sun SPARCStation 5, IWH
equipped frame AVA IWH-155, IAP equipped frame AVA IAPADSL-16, RAID
Master Storage Concepts C-71, two MVME167032A Common Processors, two
SCSI hard disks DWR-10LS, two TAXI ATM interfaces AVA TAXI155 at 100
mps rate, two OS-9 MVME167 licenses; Item 02 -- Two each of line
equipment with ADSL line card AVA ADSL-VLCT1, OS-9 embedded node, ADSL
remote unit AVA ADSL-RTI; Item 03 -- Two each of Apple Digital Set-Top
STB-3. All above items must work as an integrated system and use a
Bellcore proprietary solution for an interactive video dial tone system
and be available for immediate delivery upon award of contract. This
notice is not a request for competitive quotations. The NIST intends to
solicit one source under authority of FAR 13.106-2(a)(5), which
authorizes contracting without providing for full and open competition
when only one source is reasonably available. However, interested
parties may identify to the contracting officer their written interest
and capability to satisfy the Government requirement within 15 days
after the date of this synopsis. The capability statement must provide
adequate information on supplying this video dial tone equipment and
proof that the equipment interoperates with that already installed at
Bellcore. The NIST must receive all of the above to determine whether
to open this requirement for competition. A determination not to
compete this proposed contract based upon responses received to this
notice lies within the sole discretion of the Government. Information
received will normally be considered solely for the purpose of
