(202) 482-5555 The U.S. Department of Commerce has a requirement for a
3/4 length oil portrait of both the Honorable Michael Kantor and the
late Honorable Ronald H. Brown. These portraits will serve as the
official portraits of the past two Secretarys of Commerce. These
portraits will be highly visible to everyone entering the Executive
Suite of the Secretary of Commerce, and serves as a tribute to their
service. These portraits will be approximately 52" high by 39" wide.
The frame shall be appropriate for the intended purpose, and
approximately 4" wide. The Contractor is required to provide the oil
portrait, properly framed and deliver the portrait to the Herbert C.
Hoover Building (HCHB) at 1401 Constitution Ave., N.W., Washington,
D.C. 20230. Photographs and other likenesses of the Secretarys will be
provided as models to allow the artist to paint the portrait. Family
members or another designated representative will be consulted on
expressions, gestures, stances, or poses that are appropriate and
consistent withthe Secretary's bearing and manner. In addition, the
family or designated representative will determine the clothing in
which the Secretarys will be represented. The selected vendor will
coordinate directly with the Secretary's family or authorized designee,
as needed, to coordinate and successfully complete this project.
Artists are advised that non-government family members may serve on the
source selection panel along with other government representatives. The
government will select a contractor based on the following criteria:
(1) Ability to Capature Likeness of the Subject, (2) Artistic Style,
(3) Past Performance and (4) Price. In accordance with the Commerce
Acquisition Regulation Part 1212.106-70, "technical evaluations may be
used for small purchases. However, the manner and extent of the
Technical evaluation SHALL NOT be as formal or as extensive for
procurements above the small purchase threshold." This notice will
serve as the official Request for Quotations (RFQ). In order to be
considered for award vendors must submit a quotation, to the attention
of Michael Smith in Room: 6516, at the address above. Quotations are
to be received in room 6516 no later than 2:00 p.m. EST on June 2,
1997. All quotations must contain a separate price for each portrait to
include delivery to the Herbert C. Hoover Building (HCHB). In addition
to the price quote, vendors must provide the following items to assist
the Government in their evaluation and selection: A) quotation
including price, delivery, size and weight; B) pictures of the artists
previous portraits that are similar to the type requested for this
requirement. A photograph of the subject (preferably in the same poses
and attire) and photograph of the portrait should be included for each
sample submitted. It is the Government's intent to issue a Firm
Fixed-Price Purchase Order in accordance with the Simplified
Acquisition procedures of part 13 of the Federal Acquisition Regulation
(FAR). The award of this Purchase Order will be based on a "Best Value"
determination. Therefore, the Government may award this Purchase Order
on a basis other than price, and to a vendor that does not offer the
lowest price. The vendors will be ranked, then selected based on an
integrated assessment of the following criteria: (1) Ability to
Capature Likeness of the subject, (2) Artistic Style, (3) Past
Performance and (4) Price. The Government reserves the right to make an
award based on initial quotations received, without conducting
discussions. This requirement is reserved 100% for Small Business in
accordance with FAR 13.105 under SIC Code 7221. For this requirement a
small business is defined as a firm that does not exceed $3.5 million
dollars in average annual receipts over the past three years. We will
honor only written quotations received no later than June 2, 1997,
