five (5) year Indefinite Delivery/Indefinite Quantity (IDIQ) contract
with CPFF provisions (Term and Completion). Design, development and
analysis of new and existing submarine weapon loading, handling and
launcher systems, engineering and design investigations of system
problems; preparation of engineering manuals, logistics support
analyses, maintenance plans; and operating procedures for submarine
systems; fabrication, assembly, installation and test of prototype and
pr oduction hardware on board submarines and land-based facilites.
This solicitation icludes an estimated level of effort of 198,000
MANHOURS (39,600 HR/YEAR) including key categories of labor: SYSTEMS
ENG IV 20,000 HRS (4,000/YR), MECHANICAL ENGINEER III 5,000 HRS
(1,000/YR), MECHANICAL TECHNICIAN V 60,000 HRS (12,000/YR), FIELD
MECHANICAL TECHNICIAN II 60,000 HRS (12,000/YR), ELECTRICAL/ELECTRONICS
ENGINEER III 8,000 HRS (1,600/YR). The highest level of security
classification for this contract is secret Personnel need only possess
a clearance at the level necessary to accomplish the task, but must be
able to obtain a secret clearance if required. Award will be made on a
best value basis utilizing the following evaluation factors: Technical
capability and cost. Technical capability includes the following
subfactorss: (A) Personnel, (B) Technical/Management Approach, (C) Past
performance; subfactor A is higher than B which is slightly higher than
C. Requests must be in writing (letter or fax). This requ irement is a
follow-on to contract N66604-93-D-C320 which was awarded to Vitro
