FPGCDC is to provide professional expertise to the Army in the design and implementation of the Utilization Managment and Performance Evaluation Program (UM/PEP) activities for the Army's Early Intervention Services (EIS) and Medically Related Services (MRS). The UM/PEP will serve developmentally delayed and physically handicapped children from birth to 21 years of age and will include procedures, systems and informational resources to monitor and evaluate EIS and MRS activities throughout the Continental United States (CONUS) and Outside the Continental United States (OCONUS). The qualifications for personnel developing and delivering the UN/PEP are; a Masters degree from an accredited institution in Human Services, or related curriculum, at least three years of experience in planning, collecting and analyzing researchdata, and at least one year experience in delivering services to special needs children birth through school age and their families. A Firm Fixed Price contract with a definitive schedule and a twelve month performance period is contemplated. SIC is 8099 and Small Business size standard is $5M. The Government intends to negotiate with only one source under authority of FAR 6.302.
