COMMERCE BUSINESS DAILY ISSUE OF MAY 6,1997 PSA#1839N/A This is a combined synopsis/solicitation prepared in accordance
with the format in FAR 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation number F04699-97-T-2736
is issued as a request for quotation (RFQ). The incorporated documents,
provisions and clauses are those in effect through Federal Acquisition
Circular 90-46 and Defense Acquisition Circular 91-11. All statutorily
required clauses will be included in any resultant award even if not
specifically addressed in this combined synopsis/solicitation. The Line
Item is: 18 ea Scopemeter Kit to include the following: 1 ea handheld
dual input 100 mhz scopemeter capable of autoranging. Also functions as
a 1mV to 600V voltmeter, ohmmeter, diode test, frequency counter,
sine/square wave generator. Nicad battery and charger, and RS-232
interface for printer and pc included. Approximate dimensions: depth:
2", length: 10", width: 5". Approximate weight: 3lbs. Fluke P.N. 99B or
equal. 1 ea current clamp probe. Battery powered probe compatible with
the above described scopemeter. Measurements: DC current from 1 to
1300 amps, AC current from 1 to 1000 amps, power from 0.5 to 330kW.
Approximate inside dimensions: 2.4" x 2.9" oval. Fluke P.N. 80i- kW or
equal. 1 ea hard carrying case for the above described scopemeter.
Fluke P.N. C97 or equal. It is expected that this procurement will be
F.O.B. Destination and delivered to FB2049 LHPDS, 3701 Dudley Blvd/Bldg
655, McClellan AFB, CA 95652 within 30 days of anticipated award date
of 6 June 1997. FAR 52.212-1, Instructions to Offerors-Commercial Items
(OCT 1995) is incorporated by reference and applies to this
acquisition. The clause at 52.212-2, Evaluation-Commercial Items (OCT
1995) is incorporated by reference and applies to this acquisition.
Technical responsiveness and past performance are approximately equal
to price. The government will evaluate the proposal for fairness and
reasonableness in accordance with FAR Part 15 before making an award.
Each offeror shall include a completed copy of FAR 52.212-3, Offeror
Representations and Certifications- Commercial Items (JAN 1996) and
DFARS 252.225-7000, Buy American Act- Balance of Payments Program
Certificate (DEC 1991) with its offer. FAR 52.212-4, Contract Terms and
Conditions-Commercial Items (AUG 1996) is incorporated by reference and
applies to this acquisition. The clause at 52.212-5, Contract Terms and
Conditions Required to Implement Stautes ar Executive Orders-Commercial
Items (NOV 1996) is incorporated by reference, however for paragraph
(b), only the following clauses apply to this acquisition: 52.222-26,

Vietnam Era (38 U.S.C. 4212). The clause at DFARS 252.212- 7001,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders Applicable to Defense Acquisitions of Commercial Items
(FEB 1997) is included by reference, however for paragraph (b), only
the following clause applies to this acquisition: 252.225-7001, Buy
American Act and Balance of Payments Program (41 U.S.C. 10, E.O. 10582)
WARRANTY -- The offeror shall extend to the Government full coverage of
any standard warranty normally offered in a similar commercial sale.
Acceptance of the warranty does not waive the Government's right with
regard to the other terms and conditions of the contract which shall
take precedence over the warranty. The warranty period shall begin upon
final acceptance of the items listed in the schedule. By addendum, the
clause at 52.211-5, New Material (MAY 1995) is incorporated. This is
a DO rated contract. All responsible sources may submit an offer which
