This is a combined synopsis/solicitation for a commercial item prepared
in accordance with the format in Subpart 12.6, Federal Acquisition
Requlations, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation.
Offers are being requested and a written solicitation will not be
issued. The solicitation number is DACW61-96-B-0036 and is issued as an
unrestricted Invitation to Bid. The Standard Industrial Classification
Code is 3731 and the size standard is 1000 employees. The solicitation
incorporates provisions and clauses in effect through Federal
Acquisition Circular 90-45. Offers are solicited on an FOB Destination
basis to the COE's St. Louis District, Missouri, with inspection at
origin and acceptance at destination. Delivery is required 120 days
after receipt of notice of award. The provision at 52.212-1,
Instructions to Offerors-Commercial, applies to this acquisition.
Offers will be evaluated for award on the basis of technical compliance
with the requirements specified herein, and price. Technical capability
is equally as important as price. The technical evaluation will be
based upon the examination of an offeror's product literature,
technical features, and warranty provisions. The Government requires
that any warranties offered be, at least, the same warranty terms,
including offers of extended warranties, offered to the general public
in customary commercial practice. The Government desires a minimum
warranty period of twelve (12) months from date of final acceptance of
the vessel. Offerors are required to include a completed copy of the
provision at 52.213-3, Offeror Representations and
Certifications-Commercial Items, with their offer. Copies of referenced
provisions may be obtained from the contracting office by contacting
the above named individual. This solicitation also incorporates
contract clauses 52.212-4, Contract Terms and Conditions-commercial
Items, and 52.212-5, Contract Terms And Conditions Required To
Implement Statutes or Executive Orders-Commercial Items. Offers are due
by 4:00 p. m. on May 21, 1997, at the above cited address. Signed, and
dated, offers must be submitted on letterhead stationery, accompanied
by the product literature and the technical and warranty data and be
received at the prescribed place by the data and time set for receipt
of offers. Later offers or offers failing to provide product
leterature/technical/warranty data will not be considered. The
following item, equipped as specified, will be acquired: One (1),
thirty-siz (36) foot launch/crew boat to serve as attendant plant to
transport personnel between COE Dredge POTTER and river banks in
addition to performing survey work. The vessel shall be outfitted, AT
A MINIMUM, as follows: (a) V-form, hard chine aluminum planing hull,
nominal dimensions 36' long x 13' beam with 1/4" minimum bottom
plating; (b) main deck level to have squared bow extentions for forward
boarding; (c) single level crew cabin and operators platform, with
operator on starboard side; (d) forward and aft crew cabin entrances on
vessel center line with doors and steps; (e) group bench seating for
sixteen (16) passengers; (f) two inboard diesel engines, 320 HP-counter
rotating propeller type; (g) engine installation package for inboard
diesels (including 12V batteries with boxes, cables, and disconnect
switch, fuel piping with filters and valves, electrical wiring and
plumbing, stainless steel propellers, controls and cables, flanges,
stainless steel prop shafts and rudders, fuel gauge, tachometers,
volteters, hour meters, oil pressure gauges, water temperature gauges,
engine alarms, 2 sets of operating and repair manuals, and complete
river testing); (h) generator set (8.0kW, diesel, water cooled, two
receptacles-one each with operating manual); (i) grab rails, single
tier from forward cabin door and port and starboard along cabin roof;
(j) two (2), 12V fans; (k) engine room insulation;; (l) four (4)
exterior boarding lights; (m) twenty (20) adult size life jackets; (n)
bow staorage compartment; (o) four (4) lifting eyes; (p) port and
starboard mooring kevels, forward and aft, large, w/additional mooring
kevels, port and starboard, located at operator platform side windows;
(q) 4"-wide rubber bumper around hull; (r) two (2), 13,500 BTU roof
mounted air conditioners (generator set required); (s) two (2) 46,000
BTU hot water cabin heaters; (t) fathometer (0'-350', digital readout
with thru-hull transducer well); (u) VHF FM radio with antenna; (v)
four (4), 10'x26' fenders; (w) automatic, 50 lb. CO2 fire
exstinguishing system with manual override discharge delay; (x) two (2)
quartz aft floodlights; (y) two (2), 30" ring buoys with bracker and
lifeline; (40 lb. anchor package with 150' line, (aa) dry exhaust
system with mufflers; (bb) recessed keel cooler system (copper-nickel),
Fernstrum or equal, for propulsion engines and generator set; (cc)
spreader bar assembly; (dd) 4" high, welded hull lettering (eighteen
letters); (ee) two (2) name boards; (ff) 400 gallon fuel capacity; (gg)
non-skid deck paint on deck surfaces, (hh) USACE paint scheme (the
paint scheme will be supplied to the successful offeror after award);
(ii) 6-8' diameter zeon search light, roof mounted starboard side above
operator; (jj) drawings of vessel hull and machinery systems, and an
eletrical schematice; (kk) one complete set of each of the following
spares: propellers, shafts, rudders and bearings; (ll) one complete set
of engine parts spares; (mm) 2-speed windshield wipers; and (nn)
windshield defroster Performance requirements are (1) Vessel must
possess a MINIMUM tope speed of 25 knots at full load and (2) endure at
